The Minutes of the April 1, 2014, Regular Meeting of the Poway City Council are attached for
approval.
The Poway City Council sits as the Poway Planning Commission, the Poway Housing Authority,
the Public Financing Authority, and the Successor Agency to the Poway Redevelopment
Agency.
Recommended Action:
It is recommended that the City Council approve the Minutes of the April 1, 2014, Regular
Meeting of the Poway City Council as submitted.
Fiscal Impact:
None.
Environmental Review:
Environmental review is not required according to CEQA guidelines.

Public Works Director Leah Browder gave an overview of the Resolution and the
water conservation measures being asked of Poway residents.
Councilmember Cunningham commented that the City should continue to educate
and provide incentives to the residents to encourage conservation efforts.
Interim City Manager White explained that the incentive program will be funded
from the City's Enterprise Fund rather than the General Fund.
Councilmember Cunningham encouraged staff to pursue participation in the Rain

for the residents of Poway. /�/
Director Browder explained that staff is evaluat ng'incenti e programs available

that the new speed data generated for this intersection does not warrant a
reduction in the speed limit.
Deputy Mayor Grosch commented that he is in support of installing the proposed
stop signs in an effort to increase safety at the intersection.
In response to an inquiry from Councilmember Cunningham, Director Manis
explained that the City's Development Services Department has free speed limit

signage available to residents for their yards to help inform passing traffic of the
appropriate speed limit for the area.
Councilmember Vaus confirmed with staff that the City has no data regarding
unreported accidents at the subject intersection. He commented that since the
geometry of the intersection is conducive to the occurrence of accidents, he would
be in favor of installing the stop signs for the sake of safety.
Mayor Higginson asked if staff had considered the installation of a painted, raised
asphalt berm in the middle of Martincoit Road extend ingJ�e he center line of Stone
Canyon Road in an effort to keep drivers from cutting over the Stone Canyon limit
line when turning left from northbound Martincoit.

unusual and could possibly make the intersection hazardous if motorists
inadvertently drive over the berm.

limit was increased on Martincoit Road to 35 mph last May, neighbors in the
Martincoit Road and Stone Canyon area expressed concerns relating to the
intersection and requested stop signs be installed.
Mayor Higginson announced that he would not be supporting staff's
recommendation for the stop signs since the reportable accident data does not
warrant the installation of the stop signs.

and the potential benefits to the Poway community.
