The draft April 1, 2014 City Council Minutes originally included in the publication and distribution of the April 15, 2014 agenda did not reflect the adjournment from the Closed Session to a Regular Adjourned Meeting on April 15, 2014 at 6:00 p.m. Therefore, the revised draft April 1, 2014 Minutes are attached to this report. The Poway City Council sits as the Poway Planning Commission, the Poway Housing Authority, the Public Financing Authority, and the Successor Agency to the Poway Redevelopment Agency. Recommended Action: It is recommended that the City Council approve the revised Minutes of the April 1, 2014 Poway City Council Meeting as submitted. Fiscal Impact: None. Environmental Review: Environmental review is not required according to CEQA guidelines. Public Notification: None. Attachment: A. Councilmember Cunningham commented that the City should continue to educate and provide incentives to the residents to encourage conservation efforts. Interim City Manager White explained that the incentive program will be funded from the City's Enterprise Fund rather than the General Fund. Deputy Mayor Grosch commented that he is in support of installing the proposed stop signs in an effort to increase safety at the intersection. Councilmember Vaus confirmed with staff that the City has no data regarding unreported accidents at the subject intersection. He commented that since the geometry of the intersection is conducive to the occurrence of accidents, he would be in favor of installing the stop signs for the sake of safety. Mayor Higginson asked if staff had considered the installation of a painted, raised /o asphalt berm in the middle of Martincoit Road extendingtofthe center line of Stone Canyon Road in an effort to keep drivers from cutting /ov!er the Stone Canyon limit line when turning left from northbound Martincoit. Council concurred to have staff pursue further discussions and negotiations with Habitat for Humanity and CalVet in an effort to evaluate the feasibility of developing affordable housing for veterans in the Poway community. Councilmember Vaus — No Report. Council Member Mullin reported that the Pure Water Projectating to the Point Loma Plant presented by the Metropolitan JPA has universally beemadopted and that the JPA is now entering the implementation phase.
