Establish "no parking" zones on Midland Road from Hilleaxy Road to �mthia
Lane and on Cree Drive frem Papago Drive to 'I�scarora Drive

— The northwest corner of Midland Road and Hilleasy Place (Attachment 1)
currently allows parked cars on Midland Road to obstruct the view of
traffic approaching i�lidland on Hilleaxy.
2b gain an adequate view of oncoming traffic, cars on Hilleary must edge
out into the intersection. This causes a hazardous condition for those
cars as well.as for pedestrians crossing Hilleasy.
Cree Drive, betwEen Papago Drive and Tuscarora Drive (Attachm�nt 2) , was
built under the County of San Diego's direction to a width of 36' curb-
to-c.�urb. It was also built with several 200' radius (noxinally the minumun)
reversing curves. Much of this lenqth is mnstructed on a 15o grade (normally
the maximsn.) Additionally, the east side through this steep portion, was
graded with a near vertical slope which rises `rom the back edge of the
curb. There is no sidewalk or parkway. The combination of these factors
m3kes parking on the east side of Cree Drive difficult. Cars parking
here �st m�ve away from the curb (and toward the traveled lane) to be
able to open the passenges side door. Zf cars park on t'�e east side of
the street tak.ing nnre than the normal 8' space, they force reduction
in the traveled lanes below a safe miniurnun width.

The Heritage Hills Townhomes Association has requested a "no parking"
zone be established and tlie Poway Sheri£f's Departrrent has concuized.
See Attachirents 3 and 4.
FIl�IDINGS
The conditions at the intersection of Hilleasy Place and Midland Road
restrict the sight distance for cars entering Midland Road �elow an
acceptable level. •
The current conditions on Cree Drive from Papago Drive to Tuscarora
Drive are L�ote�tially hazardous if parking is allowed on the east side
of the road.
REC'�IDATION
It is reconarended that the City Council adopt the attached resolution,
AttacYut�nt 5, establishing "No Standing or Parking" Zones on the west
side of Midland Road from Hilleary Place to G�nthia Lane and on Cree
Drive from Papago Drive to Tuscarora Drive.

SOUTH SIDE OF CREE DRIVE FROM PAPAGO DRIVE
TO TUSCARORA DRIVE �
WHEREAS , Section 22507 of the California Vehicle Code
permits the . establishment of a "No Standing or Parking" zone
in the City of Poway; and
WHEREAS, this Council had determined that certain "No
Standing or Parking" zones should be established.
NOW, THEREFORE, BE IT RESOLVED that in accordance with
said Section 22507, the following "No Standing or Parking" zones
