This project has gone through a series of construction difficulties. Recently
more st�nnbling blocks have been encountered which will delay the projects
ccmpletion beyond its target date of Decenber 15, 1986. The estimate3 cac�le-
tion date has naa been revised to the end of January.
Attachment 1 shows a s�ry of the problsns e�countered during construction.
Many have required changes to the contract. Four major itans have crontribute3
to the delays. They are:
1) poor soil conditions along Rattlesnake Creek;
2) utility cc�qx�nies not performing in a timely manner;
3) Rattlesnake Crcek bridge not built to plans and spe�ifications; and
4) poor design/construction engineering.
Poor soil problans were by far the most costly in both time and money, affecting
four of the problan areas listed in Attackment 1 and account for about nine
weeks of the delay.

The utility relocation issue, while not quantifiable in dollars and cents, added
considerably to the total time of the job. Overall, the utility canpanies
failure to meet their own goals for co�letion, and their lack of response to
problans encountered during the cronstruction, m3de the project very difficult to
sche3ule for consistent, efficient flaa of werk. Their efforts affected four of
the problan areas listed and accounted for approximately five wee�ss of delay to
the project. In all fairness to SDG&E, they wzre by far the most responsive
(especially after the City Council spake with Mr, Keith Hutchinqs, the District
Representative) . Pacific Bell and C�c Cable have been aware of the problens for
weeks but have not yet resolved all of the problans to our satisfaction.
Recently the contractor uncovered significant problens regarding the construc-
tion quality of the Rattlesnake Creek bridge. It appears that this bridge Fras
not built per specifications and will need a considerable amount of work to
stabilize it. Unfortunately the contractor that built the bridge is naa out of
business so the City can not reqaire the contractor to reimubrse the City for
the repairs to the bridge. These problens have affected three of the areas
listed on the attached list and will cause approximately six weeks of delay to
the project and sane very costly change arders.
Poor design or construction engineesing also played a gart in tw�o of the problan
ar�s listed on the attache3 list and caused four weeks delay. Discussions on
this m3tter are continuing with the engineering consultant.
As a result of these problans, the follaaing additional change orders must be
approved. The most critical one, change order #21, will require the construc-
tion of a retaining wall approximately 180 feet long south of the Midland Road
bridge. This solution, costing $18,830, was the least costly of three design
alternatives examined by staff. It must be ca�leted after the concrete channel
is poured and cured and before the road improvanents can be installed, it will
dictate the schedule for the renainder of the project.
Change order $25 provides for the installation of an additional 28 feet of dual
72" RCP stoxm drain, thereby allaaing a large portion of the western bridge
abuttment wall to be buried and permanestly stabilized. It we�uld also reduce
the length of channel construction accordingly. The net cast of this change
order is $22,768.32.
Change order #26 would authorize the purchase of 1500 L.F, of wood-grained,
split rail-appearing, concrete fencing material in place of the tubular handrail
originally specified in the crontract. The net effect of this change would be
$3,172.95. Staff has estimated the installation costs at $5/L.F. for an addi-
tional cost of $7,500 which will result in a future change order.

Change order #27, the shi£ting of six street lights to the v�st side of the road
to avoid conflicts caith existing overhead pawer lines, amounts to $7,481.11.
Change order #28 will provide small retaining walls in front of three properties
in the north part of the project. Staff feels that these improvanents will
significantly reduce the impact of the grading on these lots, at minimal cost,
and improve the project appearance. This change will, based upon contract unit
price, be acca�lished for $7,000.
