Dear Councilman Cunningham;
I would like to thank you and the rest of the council for undertaking a solution to a long-term issue for
Poway's amateur operator community.
I am strongly opposed to the second option proposed; I believe it places an unreasonable financial
burden on the few amateur operators who are inclined to install larger antenna systems. I further believe
that the presence of these systems represents an asset to the community at large for reasons already
thoroughly presented.
Although solution one is not in alignment with the less restrictive requirements of surrounding
communities, it is one that we are willing to work with. We are hopeful that as the city becomes more
familiar with the results of this ordinance, we may be able to further adjust it to more reasonably meet the
needs and limited resources of the amateur radio community.

Dear Mayor Higginson,
I am a current Ham Radio operator—General Class. I support Ordinance 1 to amend antenna
heights to 65 feet, with recommendations submitted for minor changes to the ordinance as
submitted by the Poway Amateur Radio Club. I also support the waiver of all installation fees.
I am a member of the Lakeside Community Emergency Response Team (CERT), an active
participant in the county of San Diego Office of Emergency Service (OES) and am currently
employed as a crisis counselor for a contracted program for the county of San Diego.
In the event of an emergency, the ability to coordinate life saving services through radio traffic
lies in the hands of the citizens of your city who are active in Amateur Radio relay
networks. Having the ability to continue relaying information through the Ham Radio operators
have been a tried and true method that has saved countless lives, be it hurricanes,tornados,
earthquakes or fires.
While I am unable to attend the August 5th city council meeting, know that for every one face
you see supporting the ordinance,there are dozens who support them in spirit.

My client, the Poway Amateur Radio Society, would like to thank you for the opportunity to be
heard tomorrow regarding the approval of a regulatory framework for HAM antenna installations
within the City. We will do our best to combine the thoughts and voices of an expected
constituency of over 60 amateur radio enthusiasts seeking the approval of Ordinance 1. Our goal
is to have up to 3 speakers present their views in favor of Ordinance 1 to expedite the hearing
and permit the Council to get on with the balance of its business that evening. It is our belief that
through the course of two workshops and multiple meetings with the Staff and Council our
points are well understood and respected.
In light of our desire for an efficient hearing, we hope you will make best efforts to take on
Agenda Item 3.2 (Zoning Ordinance Amendment 14-002) prior to other discretionary matters
and staff reports. Doing so is likely to lighten the load for many of our more elderly members.
We thank you for your consideration and hope that you will vote to approve Ordinance 1
tomorrow evening.
And kudos to the City Staff and Mr. Foley who have all been a pleasure to work with on this

I've read the additional material a couple of times but I'm still confused about the exemptions to
the ordinance, listed under Response 6.
B. Any antenna installation that is 6 ft or less in any dimension...
F. Building mounted antenna installation w. no more than 10 ft above the roofline, ..., horizontal
elements that are no more than 6 ft.
I'm understanding this as saying that I can have a 10 ft antenna on my roofline w. small
horizontal elements if needed, but B. says the installation is limited to 6 ft or less. It's the 10 ft
vs. 6 ft that's confusing me. What am I not seeing here?
