Manis, Director of Development Services'^' " Ashley Jones, Senior Management Analystp„t SUBJECT: FY 2015 -16 Community Development Block Grant Program Summary: Through the County of San Diego (County), the City of Poway (City) applies annually for an allocation of Community Development Block Grant (CDBG) funds issued by the U.S. Department of Housing and Urban Development (HUD). The estimated CDBG funding available to Poway for fiscal year 2015 -2016 (FY 15 -16) is $161,966. This amount is made up of $141,214 in new grant funds and $20,752 to be reallocated from previous grant years. Staff proposes to include the HomeShare and Community Connections Program, North County Regional Winter Shelter Program, and accessibility improvements for the disabled at Old Poway Park in the FY 15 -16 CDBG funding application to be submitted to the County on October 24, 2014. Recommended Action: It is recommended that the City Council: 1) Authorize staff to apply for FY 15 -16 CDBG funding through the County as identified in this report; 2) Authorize the reallocation of $20,752 in CDBG funds from previous grant years to fund the proposed FY 15 -16 CDBG program upon approval by the County; and 3) Authorize the City Manager to execute contracts with the County of San Diego. Background: In the past, the City has used CDBG funds to finance affordable housing programs and Americans with Disabilities Act (ADA) improvements at Poway parks and public facilities. The estimated CDBG funding available to Poway for FY 15 -16 is $161,966. This amount includes $141,214 in new FY 15 -16 CDBG funds and $20,752 in CDBG funds to be reallocated from previous grant years. Upon approval by the City Council, staff will submit a FY 15 -16. CDBG funding request to the County for the identified programs and ADA project. If approved by the County of San Diego, these funds are expected to be available in July or August 2015. As a requirement of this grant, the City allocates and expends funds for the approved projects and programs, which are then submitted to the County for reimbursement. 1 of 3 October 21, 2014 Item # 3• Z O ■ FY 2015 -16 Community Development Block Grant Program October 21, 2014 Page 2 Findings: Staff recommends that FY 2015 -16 CDBG funds be used as identified below: ADA PUBLIC FACILITY IMPROVEMENTS $70,949 In 2005, the City of Poway completed a comprehensive ADA Barrier Removal Transition Plan which identified accessibility deficiencies at Poway parks and public facilities. Information contained in the plan is used by staff to identify ADA barrier removal projects eligible for CDBG funding. CDBG funds allocated to the City for fiscal year 2012 -13 were used to identify and design necessary ADA improvements at Old Poway Park. In fiscal years 2013 -14 and 2014 -15, CDBG funds were used to complete some of the improvements identified and designed at Old Poway Park. During 2015 -16, staff proposes to use CDBG funds to complete additional ADA barrier removal work at Old Poway Park which may include improved access to paths of travel, parking areas, curb ramps, and restrooms. Completion of this proposed work will assist in making Poway's public facilities ADA compliant and more accessible for all members of the community. 2. HOMESHARE AND COMMUNITY CONNECTIONS PROGRAM $79,895 The City of Poway contracts with ElderHelp of San Diego to administer the HomeShare and Community Connections Program. This program connects low- income individuals seeking affordable housing with Poway homeowners who have a room to rent through shared housing match services. Approximately 10 new shared housing matches are facilitated each year. The program is an essential part of Poway's continuum of housing, making alternative affordable housing opportunities available to lower- income residents. The program also provides approximately 450 referrals and access to a variety of social services annually, such as job training, transportation, and health services. 3. NORTH COUNTY REGIONAL WINTER SHELTER PROGRAM $11,122 In 2007, North County cities began contributing funds forthe North County Regional Winter Shelter Program. The Alliance for Regional Solutions, an alliance of North County non- profit organizations, administers this program, which provides shelter, meals, and case management support to approximately 500 homeless individuals during the winter season each year. Contributions from participating cities are based on population. Poway's contribution to the program for FY 15 -16 will not exceed $11,122. The cost of the program has increased approximately ten - percent from prior years. Fiscal Impact: An appropriation from the Community Development Block Grant Fund (241) in the amount of $141,214 will be included in the proposed FY 15 -16 budget for City Council consideration in June 2015, and $20,752 from previous grant years will be reallocated to fund the FY 15 -16 programs and projects. If approved, the General Fund (100) will provide a loan to the CDBG fund on an interim basis to fund these projects, which will be reimbursed through the City's allocation of CDBG funds from the County of San Diego. 2 of 3 October 21, 2014 Item # 3.2 FY 2015 -16 Community Development Block Grant Program October 21, 2014 Page 3 Environmental Review: This item is not subject to CEQA review. As required by the National Environmental Protection Act (NEPA) and the California Environmental Quality Act (CEQA), the County of San Diego and the City of Poway will complete an environmental review for each approved program and project as part of the FY 15 -16 CDBG grant application process. Public Notification: As a condition of CDBG administration, a public hearing must be held to determine the use of the FY 15 -16 funding.
