A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TEMPORARY USE PERMIT 00-06
WHEREAS, Temporary Use Permit 00-06, Maderas Country Club/Sunroad
Enterprises, applicant, requests approval to hold a grand opening celebration on February
15, 2000; and
WHEREAS, on February 8, 2000, the City Council considered the al:
item.
NOW, THEREFORE, the City Council does hereby
follows:
Pursuant to the procedures of the City of Poway implementing the
California E Quality Act (CEQA) of 1970, the al: J project is
categorically exempt from the p ' ' : CEQA pursuant to Section 15304(e), Class 4,
because the event is temporary in nature and has negligible or no permanent effects on

,n 2: That the proposed use is in accordance with the purposes and
standards of Section 17.26.030 of the Poway Municipal Code.
Section 3: The City Council hereby approves Temporary Use Permit 00-06
subject to the following conditions:

This permit is valid during daylight hours from February 11 to 14, 2000 for
setup during the hours of 7:00 a.m. to 9:00 p.m. on February 15, 2000, after
which time the site shall be restored to its odginal condition by February 17,

The applicant shall consult the Sheriff's Department to determine the
specific needs for traffic control on Old Coach Road and Espola
Road. If needed to supplement the hired parking/valet service, the
cost of providing Sheriff's Department personnel for traffic control
shall be borne by the applicant.
A traffic control plan showing all advance and detour signs shall be
provided and approved by the City Traffic Engineer pdor to the event.
The Fire Department shall be contacted for appropriate permits and
inspections prior to th t of the activity.
All tents shall have a State Fire Marshal Certificate of Flame
Resistance and approval. Permits shall be obtained from the Fire
Department for all tents and canopies that are over 400 square feet.
Obtain a building permit for bleachers, if installed, at over six feet in
height.
Fire extinguishers shall be placed at locations determined by the
Department of Safety Services.
All electric works shall meet current code requirements and be
inspected after installation.
The applicant shall obtain any necessary County Health Department
approvals and submit evidence of those approvals to the satisfaction
of the Director of Development Services.
All signs shall be reviewed by the Development Services Department
as a temporary sign permit for compliance with the Sign Ordinance
pdor to installation. Directional signs shall be located behind sidewalk
trail areas and placed so that they do not interfere with
visibility for vehicles. The signs shall not exceed two feet by four feet
in d :1 shall be weighted down 1 3ility.

During the event the applicant shall comply with the following:
Publ rf areas within and adjoining the proposed parking for the
event shall be cleared of debris and litter on a regular basis throughout the
day. Temporary signage, barricades, cones, and any other evidence of the
event shall be removed upon its completion.
A shuttle van/bus (or vans/buses) shall be provided for transporting people
from the three residential lots used for overflow parking. Golf carts shall not
be used for the shuttle service.

Old Coach Road and Old Coach Drive shall 31e to emergency
vehicle traffic. F' roadways and emergency access routes within
the interim golf clubhouse site and within the golf course, e.g. the access
road to the sewer pump station, shall not be blocked. Maintain Fire
Department access to all buildings and fire hydrants affected by the event.

One or more identifiable members of the event committee and/or the

The event committee shall have personnel designated at all times and at

Upon completion of the event, the applicant shall:
