P-00- 1 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA MODIFYING COMPREHENSIVE SIGN PROGRAM 99-02 ASSESSOR'S PARCEL NUMBER 320-200-43 WHEREAS, Comprehensive Sign Program (CSP) 99-02 Modification (M) submitted by Chris Cote, Grafiks Signs, applicant; Trident Homes, owner, requests approval of a revision to the Comprehensive Sign Program for the Scripps Tddent Plaza shopping center located at 12205-12295 Scripps Poway Parkway at the southwest corner of Pomerado Road within the South Poway C land use designation of the South Poway Planned Community. NOW, THEREFORE, the City does hereby follows: Section 1: Comprehensive Sign Program CSP 99-02 is Categorically Exempt (Class 11 ) from the California E , Quality Act because it will allow on-premise signs. Section 2: The sign program is found to b Jance with the purpose and standards contained in the South Poway Specific Plan Development Standards as amended by Specific Plan Amendment 84-01RR. Section 3: The City Council hereby approves a modification of Comprehensive Sign Program 99-02 for the Scripps Trident Shopping Center located at 12205-12295 Scripps Poway Parkway within the South Poway C land use desig " 3ject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. A "Notice of Restrictions" shall be recorded notifying future property owners of the conditions of this approval. C. Specific Plan Amendment 84-01RR shall be approved prior to ' : a sign permit pursuant to this Comprehensive Sign Program. The approval pursuant to Resolution No. P-99-74 shall become null and void upon implementation of this Comprehensive Sign Program. E. A sign permit and a building permit are required prior to placement of any individual ' signs proposed pursuant to this Comprehensive Sign Program. -- Resolution No. P-00-:].3 Page 2 Within 30 days of the date of this approval, the property owner shall modify the sign criteria distributed to future tenants of the center to note that all signage must comply with this Comprehensive Sign Program 99-02 on file with the City of Poway, Department of Development Services. In addition to the conditions of this permit, all signs within each lot shall conform to the sign criteria and design guid lained within the South Poway Specific Plan Development Standards for wall and freestanding signs as amended by Specific Plan Amendment 84-01RR, along with general provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code and the following conditions: 1. Monument signs shall comply with the following: a. Monument signs are prohibited along Treadwell. Monument signs shall be located at the Scripps Poway Parkway and Pomerado Road frontages or entrances. C= Area of said signs shall be 40 square feet each side. Total height of l signs shall not exceed six feet above adjacent grade. Th I signs shall be composed of a double-sided internally illuminated cabinet sign with formed acrylic faces. All l signs shall have designs that are complementary to each other by either similar treatment or incorporation of of the desig pursuant to Section 17.40.260.B of the Poway Municipal Code. 2. Wall signs shall comply with the following: a. Sign Area Location: i. Wall signs are prohibited on the south and west facing walls of buildings A and B as shown on Exhibit ^ of this resolution. For buildings A, B, and E, and single tenant pad buildings C and D as depicted on Exhibit A of this resolution, wall signs shall be composed of individual internally illuminated channel letters with formed acrylic faces. Internal illumination shall be with voltare neon tubing or comparable lighting. Exposed tubing, junction boxes, lamps, conduits, t raceways, or neon ~ permitted. Background Color: For wall signs utilizing channel letters, the background color shall be the color of the building, i.e. beige or tan stucco (Sinclair #CM8512 and #CM8450). Sign Colors: a. All sign copy shall have the "bronze" returns (sides). For the f : all sign copy the applicant shall use red, blue and green, plus white, for sign lettering as a painted surface or on Piexiglas. c. Logos may consist of alt ' ). d. All painted surfaces shall ul ' : finish. Nationally known tenants: Any franchise, national, or regional chain store operating at least f' :ler the same trade name, with a registered logo/trademark, may display their letter style and logo color of their identification on wall and freestanding signs. Illuminated signs shall comply with the following: Wall signs for all buildings shall be composed of individual internally illuminated channel letters with acrylic formed faces. For wall signs anywhere within the project, external flood lighting may be directed at signs provided the fixtures and wiring are concealed behind the metal canopies over tenant entrances.
