P- 00-30 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 00-20 WHEREAS, Temporary Use Permit 00-20, Society of Creative Anachronism, Inc., applicant, requests approval to hold a one day medieval event at the Poway Community Park on May 13, 2000. WHEREAS, on April 25, 2000 the City Council considered the al: item. NOW, THEREFORE, the City Council does hereby follows: ~ Pursuant to the procedures of the City of Poway, implementing the California E Quality Act of 1970, the al: :1 project is categorically exempt, Class 4, Section 15304(e)and Class 11, Section 15311(c). Section 2: That the proposed Jance with the purposes and standards of Section 17.26.030.A of the Poway Municipal Code. Section 3: The City Council hereby approves Temporary Use Permit 00-20 to allow a medieval event at Poway Community Park from 8:00 a.m to 5:00 p.m. at the soccer field and from 6:00 p.m to 11:00 p.m. inside the auditorium on Saturday, May 13, 2000; subject to the following conditions: The event and related offsite parking shall be conducted as shown on the site plan and application on file in the Development Services Department. This permit is valid during the hours of 8:00 a.m. to 11:00 p.m. on May 13, 2000, after which time the site shall be restored to its original condition by May 14, 2000, to the satisfaction of the Director of Community Services. Outdoor activities are allowed from 8:00 a.m. to 5:00 p.m. after which time the event shall move indoors to the auditorium and end at 11:00 p.m. Approval of this activity shall not 31lance with all oth " of the Zoning Ord :t all other applicable City ordinances presently in effect. D. Prior to May 3, 2000, the applicant shall: Submit a traffic control plan to the Department of Development Services for review and approval. The plan shall be prepared in Resolution No. P- 00-30 Page 2 with the Sheriff's Department and the City Traffic Engineer. The cost of providing Sheriff's Department personnel for traffic control shall be borne by the applicant. The Fire Department shall be contacted for appropriate permits and inspections prior to th l of the activity. All tents shall have a State Fire Marshal Certificate of Flame R and Approval. Permits shall be obtained from the Fire Department for all tents and canopies that are over 400 square feet. Submit a Temporary Sign Permit application f rt approval by the Development Services Department. All directional signs shall be onsite and shall be located behind sidewalk or recreational trail areas and placed so that they do not interfere with visibility for vehicles. The signs shall not exceed two feet by four feet in dimension and shall be weighted down 1 ' 3ility. Prior I of the event, the applicant shall: Provide the following to the satisfaction of the Public Safety Department. An inspection shall be requested to verify compliance: Fire extinguishers shall be placed at locations when cooking, LPG tanks, or when electricity is present. b. All compressed gas cylinders shall be secured. c. All 'ks shall meet current code req :1 be inspected after installation. Obtain any necessary County Health Department approvals and submit evidence of those approvals by May 12, 2000 to the Department of Development Services. 3. All fees are to be paid in full to the Community Services Department. During the event the applicant shall comply with the following: The equipment trailer shall be placed in the parking spaces and not in the parking The trailer is not to block or interfere with the flow of traffic. Resolution No. P- 0 O- 3 0 Page 3 The approved traffic control plan shall be complied with. The soccer field parking area shall be manned until th "the event to direct traffic. When the soccer parking lot is full, traffic for the event shall be directed to other parking areas in the park. The City Hall parking area shall be used as an overflow parking area. Non- participants of the subject event shall be allowed to park at the soccer field parking lot or at the City Hall parking lot. Publ :1 areas within and adjoining the proposed parking for the event shall be cleared of debris and litter on a regular basis throughout the day. Temporary signage, barricades, cones, and any other evidence of the event shall be removed upon its completion. All roads leading to the event shall remain accessible to emergency vehicle traffic. Maintain Fire Department access to all buildings and fire hydrants affected by the event. 5. Any barricades used are to have attendants at all times. One or more identifiable members of the event committee shall be onsite at all times when the parking areas are in use to assist with secudty of parked vehicles; to aid in ti: I of vehicles in and out of the lot; to provide information to and to minimize traffic congestion on surface streets. The event committee shall have personnel designated at all times and at specific locations to provide liaison with representatives of the City's Fire and Sheriff's Departments. Upon completion of the event, the applicant shall comply with the following conditions: The soccer field, parking lots, and the publ' d areas within and adjoining the proposed parking for the event shall be cleared of debris and lifter with completion by May 14, 2000. Temporary signage, barricades, cones, and any other evidence of the event shall be removed by the same date.
