P-00-42 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 00-36 WHEREAS, Temporary Use Permit 00-36; Poway Chamber of C applicant, requests approval to hold the Poway Spring Fest 2000 Street Fair on Midland Road, May 28, 2000. WHEREAS, on May 23, 2000, the City Council considered the ab item. NOW, THEREFORE, the City Council does hereby follows: Section 1: Pursuant to the procedures of the City of Poway implementing the California E Quality Act of 1970, the al; ,I project is categorically exempt, Class 4, Section 15304(e) and Class 11, Section 15311(c). Section 2: The proposed use is in accordance with the purposes and standards of Section 17.26.030.A of the Poway Municipal Code. The City Council hereby approves Temporary Use Permit 00-36, Poway Spring Fest 2000 Street Fair, I Midland Road between Poway Road and Hilleary Place on May 28, 2000 from 10:00 a.m. to 4:00 p.m., subject to the following conditions: Ao The event and related offsite parking shall be conducted as shown on the site plan and application on file in the Development Services Department. This permit is valid during the hours of 10:00 a.m. to 4:00 p.m. on May 28, 2000, after which time the site shall be restored to its original condition. The barricades can be placed at 5:00 a.m. and shall be removed by 7:00 p.m. on May 28, 2000. Approval of this activity shall not 31lance with all otb : the Zoning Ord' ~1 all other applicable City ordinances presently in effect. E. Prior to the event, the applicant shall comply with the following: The Building Division of the Development Services Department, Safety Services Department, and SherifFs Department shall be contacted for appropriate permits and inspections prior to the l of the activity. = 10. A detailed site plan for Midland Road booths shall be provided. Signs on Midland Road giving the particulars of dates and times of closure shall be posted one week prior to the event. Other signage shall be in :h the temporary signage p ' ' :the Poway Municipal Code. The applicant shall notify in writing the Midland Road b and the Silver Oaks Apartment property manager and residents affected by the road closure. The notices shall be mailed or hand delivered and include the details of the date and time of the event, and the area of the road to be closed. A dumpster shall be placed next to the Mobil gas station and must be removed by May 29, 2000. The event sites shall be left free of debds, litter, or any other evidence of the temporary use upon completion of the use. Resolution No. P-00-42 Page 3 The vehicles of all vendors using mobile units must comply with California Ad Code, Title 17. Specifically, all doors must be self-closing, · :lows must be 216 square inches or less, and shatterproof guards are required for all light bulbs. Vendors preparing food in temporary booths must provide floors, walls and ceiling for the entire stand. Wastewater disposal from food units shall be directed to the sere or to holding tanks. Provision for temporary electrical power will require an electrical permit and an inspection approval by the Building Division of the Development Services Department. The surfaces of th :l public rights-of-way shall not be marked with paint, tape or any other type of marking materials. An alternative City bus route/stop plan for Midland Road shall be provided and approved by the Community Services Department prior to the event. The applicant shall comply with the following to the satisfaction of the City Engineer: A traffic control plan showing all advance and detour signs shall be provided 1' :1 approval. Provide advance notification of street closure signs seven days prior to the event. c. Close the eastbound left turn pocket on Poway Road. Re-time the pedestrian l to reduce impacts on vehicular travel at Poway and Midland Roads. Re-time southbound Midland at Midland and Hilleary. One or more identifiable members of the event committee shall be onsite at all times when the parking areas are in use to assist with security of parked vehicles, to aid in th : of vehicles in and out of the lot, to provide to and to minimize traffic congestion on surface streets. The event committee shall have personnel designated at all times and at specific locations to provide liaison with representatives of the City's Fire and Sheriffs Departments. Temporary signs shall be reviewed by the Development Services Department for compliance with the Sign Ordinance prior to installation.
