A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING VARIANCE 00-02
ASSESSOR'S PARCEL NUMBER 277-170-06
WHEREAS, Variance 00-02, submitted by Old Coach Realty and Sunread
E . 3plicants, requests a Variance of four (4) feet to erect chain link fences of ten
(10) feet high around the Old Coach sewer lift station and around the irrigation pump
station for the Maderas Golf Course at 17750 Old Coach Road in the Old Coach Golf
Estates Planned Community (PC) zone.
WHEREAS, on May 23, 2000, the City Council held a duly advertised public hearing
to solicit from the public, both pro and con, relative to this application.
NOW, THEREFORE, the City Council does hereby

Section 2: The findings in accordance with Section 17.50.070 of the Poway Municipal
Code for Variance 00-02 to allow a four (4) foot increase in the allowable six foot fence
height to erect two 10 foot tall vinyl-coated chain link fences (with screening sl ts for the

Granting the variance or its modification is necessary for the prese ion and
enjoyment of a substantial property right possessed by other preperty he same

golf balls that could hit workers and damage the equipment. There i need to
protect the equipment from any vandalism, and the height of the equipm requires
a fence much higher than a six foot fence. Strict adherence to the si ot fence
height would not allow the design qualities, as outlined in paragreph 5 of Article
V of the Old Coach Golf Estates Community Plan, which states "utilit shall be
adequately screened and fenced."

Granting of this variance does not allow a use or activity which is not otherwise
expressly authorized by zoning development regulations governing the parcel or
property as this property is within the Old Coach Golf Estates Planned Community
zone with special development standards. Fencing for utility equipment
is allowed. Therefore, granting the V d not allow a !y not

Section 3: The City Council hereby approves Variance 00-02 to allow a four (4) foot

of approval have been read and understood.
B. Prior! :a building permit, the applicant shall submit plans 1'
approval by the Director of Development Services showing the following:
1. The chain link fences will be 10 feet high and black or green vinyl-coated.
Landscape screening with vines, climbing ivy, trees and/or shrubs of an
acceptable density, shall be provided I -leq ' .-3 within
one year of planting of any portion of the sewer pump station and the
irrigation pump station visible to the public. Landscape and irrigation plans
shall be submitted to the Development Services Department, with the
appropriate fee, 1' :~ approval prior to installation.

Prior to obtaining a building permit, the gate design for the sewer pump
station shall be approved by the Public Services Department - Maintenance
and Operations Division.
Upon establishment of the fence and landscaping, the applicant shall comply with
the following:
Inspection of the fenced equipment will occur to verify that
landscape screening with vines, climbing ivy, trees and/or shrubs has
provided adeq ~. If the landscap g is not adequate,
additional landscaping shall be planted based on the landscape and
irrigation plans to the sal : the Director of Development Services.
