P-00-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 00-38 ASSESSOR'S PARCEL NUMBERS 277-200-02 through -07 WHEREAS, Temporary Use Permit 00-38 submitted by Street of Dreams at The Heritage, Applicant, requests a residential marketing promotion from September 30 through November 5, 2000 showcasing homes at 14260, 14280, 14300, 14340 and 14360 Cascade Crossing, east of Old Coach Road within the Old Coach Golf Estates Planned Community (PC) zone. WHEREAS, on June 20, 2000, the City Council placed this item on their agenda to solicit comments from the public, both pro and con, relative to this application. NOW, THEREFORE, the City Council does hereby follows: :tion 1: The City Council finds that the project is considered exempt under the previsions of the California E Quality Act, Class 4e, because the use is a minor temporary use of land having negligible or no permanent effects on th The proposed use is in accordance with the purposes and standards of Section 17.26.030.A of the Poway Municipal Code. Section 3: The City Council hereby approves Temporary Use Permit 00-38 to allow a residential marketing promotion from September 30 through November 5, 2000 showcasing six custom homes at 14260, 14280, 14300, 14340 and 14360 Cascade Crossing, east of Old Coach Road within the Old Coach Golf Estates Planned Community (PC) zone subject to the following conditions: Within 30 days of approval the applicant shall submit in writing that all conditions of approval have been read and understood. Bo This permit is valid dudng the hours of 10:00 a.m. to 7:00 p.m. Sunday through Thursday, and 10:00 a.m. to 9:00 p.m. on Fridays and Saturdays from September 30 through November 5, 2000. The barricades at Cascade Crossing shall be placed at 8:00 a.m. and shall be removed by 9:30 p.m. each evening during the event. Prior to the event, the applicant shall comply with the following: Resolution No. P-00-45 Page 2 The applicant shall obtain water meters and sewer permits through the normal process. Lot 1, the staging area lot for the event, will require temporary A traffic control plan shall be provided showing shuttle access to the Espola Road/Old Coach Road lot. Access shall be from Old Coach Road or Westling Court only and not directly onto Espola Road. A safe means to handle turning the shuttle buses around after dropping off passengers (at Cascade Crossing) shall be defined in the traffic control plan and approved by the City Traffic Engineer and the Poway Sheriffs Department. The number, type and size of temporary signs must be approved by the Development Services Department by August 23, 2000, The temporary directional signs are allowed at the turns to the off-site locations for shuttle buses with the sizes to be no larger than four square feet nor higher than five feet. One double-sided sign of up to 20 square feet shall be posted one week prior to the event at the Espola Road and Old Coach Road giving the dates and times of the event. Other signage shall be in :h the temporary signage p' ' : the Poway Municipal Code. Placement of signs shall not th ~ pdor to the event. Temporary signs should not obstruct visibility of existing signs or visibility of other traffic. Writ1 from Poway High School shall be obtained for use of the parking lot to the north of the stadium, near the Performing Arts Center and any other parking lots on the high school property. Shuttle bus parking is not allowed at the Lake Poway parking lot during the event, The Building Division of the Development Services Department, Safety Services Department, and Sheriff's Department shall be contacted for appropriate permits and inspections prior to the I of the activity. Pay a refundable $500 security/cleaning deposit to the City to ensure proper cleanup of off-site public parking lots after the event. The event sites shall be left free of debris, litter, or any other evidence of the temporary use upon completion of the use. All food and drinks shall be provided in pre-packaged that will not require County Health Department permits and State seller's permit. The streets and public rights-of-way surfaces of Cascade Crossing, Old Coach Road and Espola Road shall not be marked with paint, tape or any other type of marking The applicant shall accomplish the following to the satisfaction of the Fire Marshal: ao The event shall not block emergency vehicle access to any street, building or fire hydrant. b. All compressed gas cylinders shall be secured. c. Permits shall be obtained for any canopy that is over 400 square feet. Resolution No, P- 00-45 Page 4 17. Th for each of the six homes shall post a refundable deposit of $1,000 each to assure that the marketing promotion imp in the garages will be fully converted back to garages after the event. Compliance with the following conditions is required during the event: Maintain Cascade Crossing at least 20 feet wide, unobstructed for emergency veh Do not block emergency vehicle access to any street, structure or fire hydrant. Any tables or chairs set up in the cul-d , ~ be located near the north curb and 76 foot minimum diameter driving area for emergency vehicles. The garages of each home will be allowed to display brochures about the the interior designers and the landscape contractors. Trash containers shall be provided throughout the tour route and arran~ :le to pick up the trash and recyclables on a weekly basis. The applicant shall contact the Sheriff's Department for compliance with the following: One or more identifiable members of the event committee shall be onsite at all times when Cascade Crossing is barricaded to through traffic to: 1) assist with security of parked vehicles; 2) aid in the : of veh :1 out of the street; 3) provide information and 4) minimize traffic congestion on Old Coach Road. The event committee shall have personnel designated at all times and at specific locations to provide liaison with rep of the City's Fire and Sheriff's Departments. A parking service, Sheriff's deputies will be required at peak traffic times on Saturdays and Sundays to facilitate traffic Resolution No. P- 00-45 Page 5 G. Compliance with the following conditions is required after the event: 1. All temporary signs shall be removed by noon on November 6, 2000. The Old Coach Road access to the temporary parking lot (east of Fire Station 2) shall be blocked off. Westling Court access to the temporary parking lot shall be blocked with barricades. Cascade Crossing, Lot 1 and the off-site shuttle locations shall be restored to their original condition by November 7, 2000, including the removal of all containers for trash and recyclables.
