P- 00-70 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA, APPROVING TEMPORARY USE PERMIT 00-78 WHEREAS, Temporary Use Permit 00-78; Chamber of Commerce and Greg Sundberg of the City of Poway Community Services, applicants, requests a Temporary Use Permit to hold the Annual 2000 Poway Days Events from Friday, September 1, 2000, through Sunday, October 1,2000. WHEREAS, on August 29, 2000, the City Council considered the al: item. NOW, THEREFORE, the City Council does hereby follows: Section 1: Pursuant to the procedures of the City of Poway, implementing the California E Quality Act of 1970, the ab ' -I project is categorically exempt, Class 4, pursuant to Section 15304(e) and Class 11, Section 15311(c) because the events are temporary in nature and have negligible or no permanent effects on th I. Section 2: The proposed use is in accordance with the purposes and standards of Section 17.26.030.A of the Poway Municipal Code. Section 3: The City Council hereby approves Temporary Use Permit 00-78, the Annual 2000 Poway Days Events from September 1, 2000 until October 1,2000, subject to the following conditions: The event and related off-site parking shall be conducted as shown on the site plan and application on file in the Development Services Department. B This permit is valid during the hours of the scheduled events from Friday, September 1,2000 through Sunday, October 1, 2000; after which time all sites shall be restored to their original condition. Approval of this activity shall not excuse compliance with all oth ~ the Zoning Ord' :1 all other applicable City ordinances presently in effect, D. Prior to all events, the applicants shall comply with the following: The Development Services, Community, Public, Building, Fire, County Health and County Sheriff's Departments shall be contacted for appropriate contact coordination, permits, and inspections prior 1' l of all events. Resolution No. P-00-70 Page 2 The sites shall be developed in accordance with the approved site plans on file in the Development Services Department, except as may otherwise be provided herein. A bond indemnifying the City from possible liability in not less than $1 million for events which utilize City property shall be provided to the Development Services Department, Planning Division, by September 5, 2000. Property owner authorization and a site plan from Creekside Plaza for the bull in the parking lot shall be provided by September 5, 2000. Prior to the Business Decorating Contest, the Chamber of C applicant shall ensure that: the All participants are required to comply with Section 17.26.030.E., Outdoor Displays and Section 17.40.190, Temporary Signs, of the Poway Municipal Code. During all Rod the Chamber of C 1all ensure that: A temporary "NO PARKING-TOW-AWAY ZONE" shall be established on the west side of Tierra Bonita Road from Donart Drive north to Poway Valley Road, to provide a wider ped king area into and out of PVRA grounds, and to ensure sufficient access for Resolution No. P- 00-70 Page 3 emergency vehicles -- fire, paramedic and law "NO PARKING" signs shall be placed along this area approximately 250 feet on center. In all unpaved parking areas, temporary markers shall be provided to delineate parking areas and aisles and to ensure that no parking occurs within 100 feet of any existing residential structure. Designated area for police, fire, and paramed' I of the main activity areas and adjacent to the south vehicle gate of the PVRA property shall be provided. A copy of the agreement with the adjacent property owner(s) for parking rights, shall be provided to the Department of Development Services, Planning Division prior to September 5, 2000. F.
