A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING DEVELOPMENT REVIEW 00-25
ASSESSOR'S PARCEL NUMBER 317-820-03
WHEREAS, DR 00-25 submitted by The Stichler Group, applicant, requests the
approval of a Development Review Application t : a 3,824-square-foot addition to
and remodel of an existing building (formerly Boston Market) for a Mission Federal Credit
Union. The subject property is located at 13465 Poway Road in the Creekside Plaza
shopping center, and the Town C and
WHEREAS, on March 27, 2001, the City Council held a duly advertised public
hearing to solicit ~ from the public, both pro and con, relative to this application.
NOW, THEREFORE, the City Council does hereby
follows:
Section 1: The City Council finds that DR 00-25 is Categorically Exempt from the
p ' ' =the California E QualityAct, pursuant to Section 15301 (e), Class
1 Exemption, as it is an addition to an existing ~less than 10,000 square feet in
an area which is not "ly sensitive and where all ~)le.
Section 2: The findingtance with Section 17.52 of the Poway Municipal Code
for DR 00-251 : a remodel and 3,824-square-foot addition for a Mission Federal
Credit Union at 13465 Poway Road in the TC zone, are made as follows:
The proposed remodel/addition will developed property lot and will not
significantly alter the existing building area or height. The remodel/addit'
and materials are designed to blend in with the existing structure and other
structures in the center. Therefore, the proposed project respects the
interdependence of land -t aesthetics to the benefit of the City.
The design of the proposed project will meet the required type, height limit, and
design standards; and it will otherwise comply with all of the relevant codes and
standards of the City of Poway. All signage will be required to comply with the
standards of the City of Poway and the existing Comprehensive Sign Program for
the center. The project will not reduce available parking below the required
standards. The proposal does not affect the existing landscaping or the design of
the streets. Therefore, the proposed project does not conflict with the orderly and
h appearance of structures and property within the City along with
,l facilities such as, but not limited to, signs, landscaping, parking areas
and streets.

There are public facilities, services and utilities available. The current roads are
capable of handling the expected volumes of traffic with this
development. The proposed use is an allowable use in the TC zone, with the
approval of a Development Review Application. The project will put to use a long
vacant structure, which is a benefit to th :1 aesthetic well being of the
City. Therefore, the proposed use does not detract from the of the
public health, safety and general welfare, and property throughout the City.
The project design provides sufficient detailing and articulation to be visually
pleasing when combined with the materials and colors of the existing shopping
center. Therefore, the proposed development respects the publ' for the
aesthetics of developments.
The project is in character with existing development in the area and will not
negatively affect adjacent property owners. Therefore, the proposal does not have
an aC, :hetic, health, safety or architecturally related impact upon existing
adjoining properties, or the City in general.
The proposed development will comply with all of the provisions of the Zoning
Ord' :l the General Plan.
Section 3: The City Council hereby approves DR 00-251 :a 3,824-square-foot
addition to and a remodel of an existing building for a Mission Federal Credit Union at
13465 Poway Road in the TC zone, as shown on the plans dated December 20, 2000,
subject to the following conditions:
Approval of this DR request shall apply only to the subject project and shall not
31lance with all :the Zoning Ordinance and all other applicable
City ordinances in effect at the time of building permit issuance.
Within 30 days of the date of this approval, the applicant shall submit in writing that
all conditions of approval have been read and understood.
The conditions of DR 00-25 shall :[ect for the life of the subject residence
and shall run with the land and be binding upon fur heirs,
and t ~ ; the current property owner.
Prior to construction of the remodel/addition, the applicant shall obtain a Building
Permit. Prior to ' : a Building Permit, the applicant shall comply with the
following:
The site shall be developed in accordance with the approved plans on file in
the Development Services Department and the conditions contained herein.

2. The apl~ comply with ~ted Uniform Building Code,
National Electric Code, and all other applicable codes and ordinances in
effect at the time of electrical/building permit issuance.
3. The building plans shall depict the specific exterior building colors and
materials consistent with the project plans dated December 20, 2000, and
project 31e board.
4. The building plans shall depict the specific current buildings and square
footages of the shopping center for the purpose of providing a record of the
new parking ratios (after the addition) for the overall center.
5. The locations of any new utility I; 3 feet in height shall be noted on
the plans, and screening shall be provided to the sal" !the Director
of Development Services.
6. Prior to start of any work within City-held easements or right-of-way, a Right-
of-Way permit shall be obtained from the Engineering Division of the
Development Services Department. All appropriate fees shall be paid prior
to permit issuance.
Prior to occupancy of the credit union, the applicant shall comply with the following:
1. The site shall be developed in accordance with the approved plans on file in
the Development Services Department and the conditions contained herein.
A final inspection from the appropriate City Departments will be required.
2. An adequate drainage sy . :1 the building pad capable of handling
and disposing all surface water shall be provided to the satisfaction of the
Engineering Inspector.
3. A separate sign permit will be required for all signage. Signage will be
required to comply with the standards of the City of Poway and the existing
Comprehensive Sign Program for the center.
4. New landscaping, if any, shall be in accordance with the req :the
City of Poway Guide to Landscape Requirements.
Upon occupancy in this Development Review, the following conditions
shall apply:
1. The exterior building colors and ~all I: :1 consistent with
the approved building plans, unless otherwise expressly approved by the
City of Poway.

Section 4: The approval of DR 00-25 shall expire on March 27, 2003 at 5:00 p.m.
unless, prior to that time, a building permit has been issued and construction on the
property in reliance on the Development Review permit has :1 prior to its
expiration.
Section 5: Pursuant to G l Code Section 66020, the 90-day approval period in
which the applicant may protest the imposition of any fees, dedications, reservations, or
exactions imposed pursuant to this approval shall begin on March 27, 2001.
PASSED, ADOPTED and APPROVED by the City Council of the City of Poway,
