P- 01-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING COMPREHENSIVE SIGN PROGRAM 01-01 ASSESSOR'S PARCEL NUMBER 323-090-95, 96, 97 and 98 WHEREAS, Legacy Partners C , I :l Clear Sign and Design, Inc. applicant, request approval to establish a Comprehensive Sign Program for the Legacy Stowe Business Center located at 14005 Kirkham Way and 14102 and 14118 Stowe Drive with' designated for Industrial Park and Light Industrial land use within the South Poway Planned Community zone. NOW, THEREFORE, the City Council does hereby follows: Section 1: The City Council finds that this project is Categorically Exempt, Class 11, from the California E Quality Act pursuant to Sections 15311, in that it will allow the placement of minor st 'y, or appurtenant to, existing facilities. Section 2: The use is in accordance with the purpose and standards contained in the South Poway Specific Plan Development Standards. Section 3: The City Council hereby approves Comprehensive Sign Program 01-01 per plans dated May 7, 2001, subject to the following conditions: Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood: All signs within each parcel shall conform to the sig :1 design guidelines contained within the South Poway Specific Plan Development Standards and the general p ' ' :the Sign Ordinance of the Poway Municipal Cod :led from time to time. C. The following design standards shall apply: 1. Frees' Freestanding signs are limited to one (1) per street frontage, not to exceed two (2) per single tenant or single-parcel business. A : sign is not permitted along the Scripps Poway Parkway frontage of the property. Therefore, only Parcels 1, 3 and 4 of Parcel Map 18491 (known as the Legacy Stowe Business Park) are eligible for freestanding signs. b. Shall b :6 feet in height and h 'gn area of 40 square feet per face. Wall Resolution No. P- 01-33 Page 2 Shall be located so as not to interfere with the sight visibility along Stowe Drive or Kirkham Way, or within a City held easement or right-of-way, including the 15-foot general utility easement that exists along the Stowe Drive and Kirkham Way frontage of the property. Individual signs on the freestanding sign shall be white ~-inch tenant panels, stud mounted, with either red, blue, or black vinyl copy for tenant names. Up to one logo per tenant may be included on the panels to include the tenant's typical logo colors. The logo colors are subject to the approval of the Director of Development Services through the Sign Permit process. Street addresses shall be incorporated into the face or structure of the freestanding sign in I least 6 inches in height. Cut-out letters of painted N-inch stud mounted to wall surface. Th I the letter face shall be red, blue or green. The tenant/company name shall be located in the typical sign area as designated on the CSP 01-01 plans dated May 7, 2001, and on file with the City. One wall sign is permitted per street frontage and/or main parking lot not to exceed two per single parcel business. A : one logo per wall sign is permitted. Logos may be included and applicants are permitted to request approval, by the Director of Development Services, for colors other than the designated red, blue or green. Th I vertical height of the letters or logo shall not exceed 24 inches for signs located on building elevations having frontage along Stowe Drive or Scripps Poway Parkway and 36 inches for signs located on building elevations having frontage along Kirkham Way. Resolution No. P- 01-33 Page 3 Approval of this request shall not waive compliance with Section 17.40.0t0 of the Zoning Code, and all other applicable City ordinances in effect at the time of sign permit issuance. Prior to installation of any sign, the applicant shall obtain an individual Sign Permit approval from the Development Services Department Planning Division and the required Building Division approvals and permits.
