A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
APPROVING TEMPORARY USE PERMIT 01-61
WHEREAS, Temporary Use Permit 01-61; Chamber of Commerce and Greg
Sundberg of the City of Poway Community Services, applicants, requests a Temporary
Use Permit to hold the Annual 2001 Poway Days Events from Friday, September 1,
2001, through Sunday, September 30, 2001.
WHEREAS, on September 4, 2001, the City Council considered the above-
referenced item.
NOW, THEREFORE, the City Council does hereby
follows:
Section 1: Pursuant to the procedures of the City of Poway, implementing the
California E Iai Quality Act of 1970, the al: :1 project is
categorically exempt, Class 4, pursuant to Section 15304(e) and Class 11, Section
15311(c) because the events are temporary in nature and have negligible or no
permanent effects on th I.
Section 2: The proposed use is in accordance with the purposes and standards of
Section 17.26.030.A of the Poway Municipal Code.
Section 3: The City Council hereby approves Temporary Use Permit 00-78, the
Annual 2001 Poway Days Events from September 1, 2001 until September 30, 2001,
subject to the following conditions:
The event and related off-site parking shall be conducted as shown on the site
plan and application on file in the Development Services Department.
This permit is valid during the hours of the scheduled events from Saturday,
September 1, 2001 through Sunday, September 30, 2001; after which time all
sites shall be restored to their original condition.
Approval of this activity shall not excuse compliance with all otb i the
Zoning Ord' :1 all other applicable City ordinances presently in effect.
D. Prior to ail events, the applicants shall comply with the following:
The Development Services, Community, Public, Building, Fire, County
Health and County Sheriff's Departments shall be contacted for
appropriate contact coordination, permits, and inspections prior to

The sites shall be developed in accordance with the approved site plans
on file in the Development Services Department, except as may otherwise
be provided herein.
An ' bond indemnifying the City from possible liability in an
amount not less than $1 million for events which utilize City property shall
be provided to the Development Services Department, Planning Division,
by September 5, 2001.
Property owner authorization and a site plan for the bull in the parking lot
of Creekside Plaza shall be provided by September 7, 2001.
Prior to the Business Decorating Contest, the Chamber of C

All participants are required to comply with Section 17.26.030.E.,
Outdoor Displays and Section 17.40.190, Temporary Signs, of the
Poway Municipal Code. Participants should be encouraged to
contact the Department of Development Services regarding the use
temporary signs and outdoor displays.
During the events, the applicants shall comply with the following:

regarding the treatment of rod
During the Poway Heritage Parade, the Chamber of C

spectators for emergency traffic.

A temporary "NO PARKING, TOW-AWAY ZONE" shall be established on
the west side of Tierra Bonita Road from Donart Drive north to Poway
Valley Road, to provide a wider pedestrian walking area into and out of
PVRA grounds, and to ensure sufficient access for emergency vehicles --

fire, paramedic and law "NO PARKING" signs shall be
placed along this area approximately 250 feet on center.

In all unpaved parking areas, temporary markers shall be provided to
delineate parking areas and aisles and to ensure that no parking occurs
within 100 feet of any existing residential structure.

Designated area for police, fire, and paramedic units out of the main
activity areas and adjacent to the south vehicle gate of the PVRA property
shall be provided.
A copy of the agreement with the adjacent property owner(s) for parking
rights, shall be provided to the Department of Development Services,
Planning Division prior to September 6, 2001.
Applicants shall ensure that the event is in compliance with Chapter 6.24
of the Poway Municipal Code regulating the treatment of rod
