A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TEMPORARY USE PERMIT 01-70
WHEREAS, Temporary Use Permit 01-70; Poway Chamber of C
applicant, requests approval to hold the Poway Fall Fest 2001 Street Fair on Midland
Road, November 11, 2001.
WHEREAS, on October 2, 2001, the City Council considered the ab :1
item.
NOW, THEREFORE, the City Council does hereby
follows:
Section 1: Pursuant to the procedures of the City of Poway implementing the California
E '. Quality Act of 1970, the ab :1 project is categorically exempt,
Class 4, Section 15304(e)and Class 11, Section 15311 (c).
Section 2: The proposed use is in accordance with the purposes and standards of
Section 17.26.030.A of the Poway Municipal Code.
Section 3: The City Council hereby approves Temporary Use Permit 01-70, Chamber of
Commerce Poway Fall Fest 2001 Street Fair, ! Midland Road between Poway
Road and Hilleary Place on November 11,2001, from 10:00 a.m. to 4:00 p.m., subject to
the following conditions:
The event and related offsite parking shall be conducted as shown on the site plan
and application on file in the Development Services Department.
This permit is valid during the hours of 10:00 a.m. to 4:00 p.m. on November 11,
2001, after which time the site shall be restored to its original condition.
The barricades can be placed at 5:00 a.m. and shall be removed by 7:00 p.m. on
November 11,2001.
Approval of this activity shall not excuse compliance with all otb ' the

E. Prior to the event, the applicant shall comply with the following:

Services Department, and Sheriff's Department shall be contacted for
appropriate permits and inspections prior to the I of the

proper cleanup after the event and to cover possible equipment
damage.
A detailed site plan for Midland Road booths shall be provided.
Signs on Midland Road giving the particulars of dates and times of closure
shall be posted one week prior to the event. Other signage shall be in

The applicant shall notify in writing the Midland Road b and the

closure. The notices shall be mailed or hand delivered and include the
details of the date and time of the event, and the area of the road to be
closed.

11. Vendors preparing food in temporary booths must provide floors, walls, and
ceiling for the entire stand.
12. Wastewater disposal from food units shall be directed to the sewer or to
holding tanks.

an inspection approval by the Building Division of the Development Services
Department.

15, An alternative City bus route/stop plan for Midland Road shall be provided
and approved by the Community Services Department prior to the event.
16. The applicant shall comply with the following to the satisfaction of the City
Engineer:
a. Coordinate with the Traffic Engineer prior to the event.
b. A traffic control plan shall be submitted and approved, by the Traffic
Engineer two weeks prior to the event.
17. The applicant shall contact the SherifFs Department for compliance with the
following:
a. Coordinate with the Sheriffs Department for traffic control and provide
contact information.
18. The applicant shall accomplish the following to the satisfaction of the Fire
Marshal:
a. The event shall not block emergency vehicle access to any street,
building or fire hydrant.
b. All compressed gas cylinders shall be secured.
c. Any booth that cooks food shall have a 2A10BC fire extinguisher.
d. Permits shall be obtained for any canopy that is over 400-square-
feet.

19. Temporary signs shall be reviewed by the Development Services
Department for compliance with the Sign Ordinance prior to the event.
F. During the event, the applicant shall comply with the following:
1. Emergency vehicle access to building, fire hydrant or fire sprinkler system
shall not be blocked.
G. At th I the event, the applicant shall comply with the following:
1. Public streets, off-street parking sites and areas within and adjoining to the
proposed area for the event, shall be cleared of debris, litter, temporary
signs, and all other evidence of the event shall be removed upon its
completion.
Section 4: This approval shall become null and void on November 12, 2001, at which
time the site shall have been restored to its original condition.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
