SUBJECT: Authorization to Bid on the Construction of Street
and Drainage Improvements on Midland Road from
Twin Peaks Road to Aubrey Street
ABSTRACT
The construction of street and drainage improvements on Midland
Road have been designed and are ready to bid.
Staff recommends authorization to go to bid.
BACKGROUND
The construction of full street improvements on Midland Road
from Twin Peaks Road to Rattlesnake Creek was included in the
budget for FY1985 -86. In December of 1985, the Redevelopment
Agency approved the sale of bonds which included the funding
of the street and drainage improvements for Midland Road from
Rattlesnake Creek to Aubrey Street. During the design, it was
found to be necessary to replace the water line in the southerly
portion of Midland Road as well. The City Engineer has approved
the plans, specifications, and construction cost estimate of
approximately $900,000.
In order to proceed with the project, Section 33445 of the Health
and Safety Code requires that the Redevelopment Agency find that
the project is of benefit to the project area (Attachment 1).

FINDINGS
The attached resolution should be adopted showing that the con-
struction of street and drainage improvements on Midland Road
from Twin Peaks Road to Aubrey Street is of benefit to the Paguay
Redevelopment Project Area.
Sufficient funds are available to construct the project.
RECOMMENDATION
It is recommended that the Redevelopment Agency authorize the
bidding of this project and adopt the attached resolution finding
the project to be of benefit to the Paguay Project Area.

RESOLUTION NO.
A RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF POWAY DETERMINING CERTAIN
PUBLIC IMPROVEMENTS TO BE OF BENEFIT TO
THE PAGUAY REDEVELOPMENT PROJECT
WHEREAS, The Poway Redevelopment Agency will undertake the
construction of street and drainage improvements on Midland Road
from Twin Peaks Road to Aubrey Street.
WHEREAS, Midland Road is within the Paguay Redevelopment
Project and the installation of the aforesaid improvements is
necessary for the execution of the project under the provisions
of the California Community Redevelopment Law (Health and Safety
Code, Section 33000 et seq.) and pursuant to the Redevelopment
Plan for the project, which Redevelopment Plan was adopted on
December 13, 1983, by Ordinance No. 117 of the City Council; and
WHEREAS, Section 33445 of the California Health and Safety
Code requires the Agency to determine the issue of benefit to
the Paguay Redevelopment Area . prior to construction of the
public improvements and that no other reasonable means of
financing are available.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Agency
' of the City of Poway as follows:
Section 1. It is hereby determined that the installation
and construction of public street and drainage improvements on
Midland Road from Twin Peaks Road to Aubrey Street are of benefit
to the Paguay Redevelopment Project.
Section 2. That no other reasonable means of financing
the improvements are available to the community.
Section 3. The Secretary shall certify to the adoption
of this resolution.
