A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF POWAY, CALIFORNIA FINDING THE PROPOSED
CAPITAL IMPROVEMENT PROGRAM (2002/2007) IS CONSISTENT WITH
THE ADOPTED POWAY GENERAL PLAN PURSUANT TO SECTION 65401
OF THE STATE GOVERNMENT CODE
WHEREAS, Section 65401 of the State G l Code requires the City's
Planning Agency to review any Capital Improvement Program (CIP) in their jurisdiction
for conf :h its adopted General Plan; and
WHEREAS, the City Council of the City of Poway serves as the City's Planning
Agency; and
WHEREAS, the City Council has been furnished a copy of and reviewed the
2001-2006 Capital Improvement Program, including projects beyond the five-year time
horizon, 1' : ! with the General Plan; and
WHEREAS, on January 15, 2002, the City Council held a duly noticed public
hearing at which it considered the proposed Capital Improvement Program, the General
Plan, staff reports, oral and written, and from the public; and
WHEREAS, each project within the Capital Improvement Program must undergo
individual review prior to the project being carried out; and
WHEREAS, the projects proposed reflect the major need for flood control and
drainage imp public building construction and improvements, multi-year
funding programs, park and open space projects, revitalization projects, water and
sewer improvements, street and highway improvements and traffic signal modification
during the next five years and beyond in concert with the goals, policies and strategies
of the adopted General Plan.
NOW, THEREFORE, the City Council does hereby
follows:
Section 1: The City Council has considered the E Iai Initial Study (ELS) and
Negative Declaration (ND) for the report of General Plan C / Findings for
Capital Improvement Program for 2002/2007 with extending beyond the
five-year time horizon, and publ' ls received on the ElS and ND. The subject
ElS and ND documentation is fully incorporated herein by this The City
Council finds that the project will not result in any significant adverse impacts and
hereby approves the Negative Declaration. Additional project-by-project Iai
analysis will be performed in order to obtain the appropriate permits for each project.
Section 2: In accordance with the goals, policies, strategies, diagrams and tables of
the Poway General Plan and supplemental planning documents such as the South
Poway Specific Plan, the Old Poway Specific Plan and the Poway Road Specific Plan,
the proposed Capital Improvement Program 2002/2007 will enhance the achievements
of the General Plan by improving service levels, by promoting public and Iai
