A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TEMPORARY USE PERMIT 02-03
WHEREAS, Temporary Use Permit 02-03; Poway Chamber of C
Applicant, requests approval to hold the Annual Poway Spring Fest 2002 Street Fair on
Midland Road on Sunday, April 21, 2002 from 10:00 a.m. to 4:00 p.m.
WHEREAS, on March 12, 2002, the City Council considered the above-
referenced item.
NOW, THEREFORE, the City Council does hereby
follows:
Section 1: The City Council finds that Temporary Use Permit 02-03 is exempt from
the provisions of the California E Quality Act (CEQA), as a Class 4
Categorical Exemption, pursuant to Section 15304(e) of the CEQA Guidelines.
Section 2: The proposed use is in accordance with the purposes and standards of
Section 17.26.030.A of the Poway Municipal Code.
Section 3: The City Council hereby approved Temporary Use Permit 02-03, Annual
Poway Spring Fest 2002 Street Fair, to be held on Midland Road between Poway Road
and Hilleary Place on April 21, 2002 from 10:00 a.m. to 4:00 p.m., subject to the
following conditions:
The event and related offsite parking shall be conducted as shown on the site
plan and application on file in the Development Services Department.
This permit is valid during the hours of 10:00 a.m. to 4:00 p.m. on April 21,2002,
after which time the site shall be restored to its original condition.
The barricades can be placed at 5:00 a.m. and shall be removed by 7:00 p.m. on
April 21, 2002.
Approval of this activity shall not 31iance with all oth : the
Zoning Ordinance and all other applicable State, County, and City ordinances
presently in effect.
The site shall be developed in accordance with the approved site plan on file in
the Development Services Department, Planning Division, except as may
otherwise be provided herein, prior I i of the activity.

The City of Poway Public Works, Community Services, Development
Services Building Division, Traffic Engineering, and Planning Division;
Safety Services Department, Sheriff's Department, and County Health
Department shall be contacted for appropriate permits, coordination, and
inspections.
Provide to the City an policy naming the City as additionally
insured for a ' ' ~ $1 million dollars.
A copy of a signed waiver of liability is to be on file with the City of Poway
Development Services Department, Planning Division, covering the event,
participants, and City equipment used during the event.
Signs shall be posted on Midland Road giving the particulars of dates and
times of closure one week pdor to the event. All signage shall be in
with the temporary signage provisions of the Poway
Municipal Code.
Contact the Development Services Department, Planning Division,
regarding the temporary sign ordinance prior to the installation of
any sign.
Vendor's licenses shall be obtained from the City of Poway Customer
Services Department for all temporary sales locations.
Notify, in writing, Midland Road b the United States Post Office,
the Silver Oaks Apartment property manager, and residents affected by
the road closure. The notices shall be mailed or hand delivered. The
notice shall include the details of the date and time of the event, and the
area of the road to be closed.
The applicant shall have designated at all times, and at specific locations,
to provide liaison with rep of the City's Safety and Sheriff's
Departments.
An alternative City bus route/stop plan for Midland Road shall be provided
and approved by the Community Services Department prior to the event.
During the event, the applicant shall comply with the following:

Public streets, off-street parking sites and areas within and adjoining to the
proposed area for the event, shall be cleared of debris, litter, temporary
signs, and all other evidence of the event shall be removed upon its
completion.
Section 4: This approval shall become null and void on April 21, 2002, at 7:00 p.m.,
at which time the site shall have been restored to its original condition.
