P-02-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 02-18 WHEREAS, Temporary Use Permit 02-18; City of Poway Community Services, Applicant, requests approval to hold the annual Earth Day/Arbor Day Celebration at 14134 Midland Road, Old Poway Park, on Saturday, April 13, 2002, from 9:00 a.m. to 2:00 p.m. WHEREAS, on April 9, 2002, the City Council considered the al: item. NOW, THEREFORE, the City Council does hereby follows: Section 1: The City Council finds that Temporary Use Permit 02-18 is exempt from the provisions of the California E Iai Quality Act (CEQA), as a Class 4 Categorical Exemption, pursuant to Section 15304(e) of the CEQA Guidelines. Section 2: The proposed use is in accordance with the purposes and standards of Section 17.26.030.A of the Poway Municipal Code. Section 3: The City Council hereby approved Temporary Use Permit 02-18, Earth Day/Arbor Day Celebration at 14134 Midland Road, Old Poway Park, on Saturday on April 13, 2002 from 9:00 a.m. to 2:00 p.m., subject to the following conditions: A= The event and related offsite parking shall be conducted as shown on the site plan and application on file in the Development Services Department. B= This permit is valid during the hours of 7:00 a.m. to 4:00 p,m. on Saturday, April 13, 2002, after which time the site shall be restored to its original condition. C= Approval of this activity shall not 31lance with all otb : the Zoning Ordinance and all other applicable State, County, and City ordinances presently in effect. The site shall be developed in accordance with the approved site plan on file in the Development Services Department, Planning Division, except as may otherwise be provided herein, prior t l of the activity. Prior to the event, the applicant shall comply with the following: The following City of Poway departments shall be contacted for appropriate permits, coordination, and inspections: Public Works, Community Services, Development Services (including the Building, Resolution No. P-02-13 Page 2 Traffic Engineering, and Planning Divisions), Safety Services, and the Sheriff's Department. The San Diego County Health Department shall also be contacted. All proposed signs shall be approved by the Development Services Department, Planning Division, and shall be in accordance with Section 17.40 of the Poway Municipal Code. The applicant shall comply with the following to the Engineer: of the Traffic Provide a traffic control plan from a p traffic control service detailing how traffic will be diverted with the closure of Midland Road and must be submitted for approval at least one week prior to the event. The applicant shall comply with the following to the Marshal: of the Fire Prior to and during the event, emergency vehicle access to any street, building, fire hydrant, or fire sprinkler system shall not be blocked. At th !the event, the applicant shall comply with the following: Public streets, off-street parking sites and areas within and adjoining to the proposed area for the event, shall be cleared of debris, litter, temporary signs, and all other evidence of the event shall be removed upon its completion. Section 4: This approval shall become null and void on April 13, 2002, at 4:00 p.m., at which time the site shall have been restored to its original condition.
