RESOLUTION NO. P~02-23
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING COMPREHENSIVE SIGN PROGRAM 01-02
ASSESSOR'S PARCEL NUMBERS 317-540-58 and 59
WHEREAS, a request has been submitted by Grafiks Advertising & Signs,
applicant and Poway & Pomerado, LLC, owner, requesting approval for a
Comprehensive Sign Program for the center located at 13025 and 13029
Pomerado Road within the C Business (CB) zone and Poway Road Specific
Plan; and
WHEREAS, on May 14, 2002, the City Council held a public hearing on a request
to establish a Comprehensive Sign Program 01-02; and
WHEREAS, the City Council has read and considered the Agenda Report for the
proposed project and has considered other evidence presented at the Public Hearing.
NOW, THEREFORE, the City Council does hereby
follows:
Section 1: The Comprehensive Sign Program is Categorically Exempt from the
California E ~ Quality Act pursuant to Section 15311 (Class 11), in that it is
for the placement of minor 'y to (appurtenant to) existing facilities.
Section 2: The required findings in compliance with Section 17.40.180 of the Poway
Municipal Code, for CSP 01-02 are made as follows:
A. The same background color will be used on all signs in that proposed signs will
be mounted directly on the wall of the buildings.
B. Not more than three different colors for sign lettering would be allowed in that in
addition to white, sign colors would be limited to black, green, or red. The color of
:1 sign sides would be Dark Bronze.
C. Wall signs will be compatible in that they will be constructed of either acrylic face
channel letters, painted PVC d' letters or foam mounted brushed metal or
vinyl face d letters.
D. The internally illuminated signs and non-illuminated signs would be
compatible since the signs would look similar in day-light, and at night the non-
illuminated signs would not be visible.
E. Different colors for tenant Iogos will be allowed subject to the approval of the
Director of Development Services.

shown in Exhibits A, B, C, and D of this Resolution and as amended by conditions of
approval, for the Poway & Pomerado, LLC center located at 13025 and 13029
Pomerado Road within the C Business (CB) zone and Poway Road Specific
Plan, subject to the following conditions:
Within 30 days after the Comprehensive Sign Program approval, the applicant
shall submit in wdting to the City that all conditions of approval have been read
and understood.
Within 30 days after the Comprehensive Sign Program approval or prior to
issuance of a Sign Permit for this site which ever comes first, the applicant shall
submit revised plans clarifying that the approved colors, i.e. black, green, or red
in addition to white, apply to all signage, not only channel letters.
Prior to installing a sign the applicant shall obtain a Sign Permit from the
Planning Division and any necessary Building Division permits.
All signs shall be channel letter style, mounted directly to the wall with no
background to the sign.
In addition to white, sign colors shall be limited to black, green, and red. The
color of returns and sign sides shall be Dark Bronze. These allowable colors
apply to all signage, not only channel letters, except for tenant Iogos.
Wall signs shall b -1 of either acrylic face channel letters, painted PVC
d' letters or foam mounted brushed metal or vinyl face d
letters.
G. Signs may be internally illuminated or non-illuminated.
Different colors for tenant Iogos may be allowed subject to the approval of the
Director of Development Services pursuant to an individual Sign Permit for the
use.
All signs, including any freestanding signs, within the center shall conform to this
Comprehensive Sign Program, as well as sign criteria and design guidelines in
the Poway Road Specific Plan and the general sign provisions of the Poway
Municipal Code.
Approval of this request shall not waive compliance with Chapter 17.40 of the
Zoning Code and all other applicable City ordinances in effect at the time of Sign
Permit issuance.
