P-02-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING COMPREHENSIVE SIGN PROGRAM 02-01 AND RESCINDING COMPRENSlVE SIGN PROGRAM 75-19M ASSESSOR'S PARCEL NUMBERS 317-101-09, 10, 31, and 32 WHEREAS, Comprehensive Sign Program (CSP) 02-01, submitted by Timothy W. Shields, American Signs & Graphics, applicant, requests the approval of a comprehensive sign program for the Poway Library Plaza located at 13132-13172 Poway Road, within the Town Center (TC) Zone and Poway Road Specific Plan. WHEREAS, on May 21,2002, the City Council considered the al: item. NOW, THEREFORE, the City Council does hereby follows: Section 1: The Comprehensive Sign Program is Categorically Exempt, Class 11, under the provisions of the California E Iai Quality Act, Section 15311, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the Poway Road Specific Plan and the Poway Municipal Code. Section 3: The City Council hereby approves Comprehensive Sign Program 02-01, subject to the following conditions: A. Comprehensive Sign Program 75-19M is hereby rescinded. Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. All signs within each parcel shall conform to the sign criteria and design guidelines contained within the Poway Road Specific Plan Development Standards and the general provisions of the Comprehensive Sign Ordinance of the Poway Municipal Cod :led from time to time. The following design standards shall apply to all private use tenants within the center: In addition to white, sign lettering on wall s~gnage may have the following colors: Red #2793, Green #2030 and Black which appears white when Resolution No. P-02-28 Page 2 illuminated at night. The color of returns and sign sides is Matthews Rich Brown #42-224. Proposed wall signs shall be constructed of individual channel letters made of acrylic plastic faces. Internally illuminated signs or non-illuminated signs would be compatible since the signs would look similar in daylight and non-illuminated signs would not be visible at night. The use of different colors for tenant Iogos will be allowed, subject to the approval of the Director of Development Services. National or regional chain stores operating at least five stores under the same trade name, with a registered logo or trademark, may display their letter style, logo and/or colors, subject to approval of the landlord and the Director of Development Services. The number of wall signs allowed for any one business shall be one per business frontage, not to exceed three per business. Any freestanding sign shall be designed to be compatible with the overall design of the center. A separate sign permit is required prior to installation of any freestanding sign. Due to the public service provided by any ~ Iai use within the center, the design standards for such a use within the center may deviate from the design standards of this Comprehensive Sign Program, subject to the approval of the Director of the Development Services. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City ordinances in effect at the time of sign permit issuance. Prior to installing a sign, the applicant shall obtain the required permits from the Development Services Department. Section 4: Pursuant to G I Code Section 66020, the 90-day approval period in which the applicant may protest the imposition of any fees, dedications, reservations, " 3osed pursuant to this approval shall begin on May 21,2002.
