Poway's Water Conservation Plan identifies seven water conservation stages Based on the water supply situation facing Poway and the San Diego region, including the current historically dry period for Southern California and the Colorado River Basin, and a recent federal court ruling that will greatly restrict pumping of water from Northern California and the Sacramento River Delta, staff recommended that the City Council declare a Stage 1 water condition for Poway, urging all residential and business customers use water wisely No mandatory reduction target is associated with this stage Val Derkach, Poway, spoke on water wasted at an affordable housing complex's swimming pool in the 1990's Motion by Councilmember Rexford and seconded by Councilmember Boyack to adopt Resolution No 08 -002 entitled, "A Resolution of the City Council of the City of Poway, California, Declaring a Stage 1 Water Situation, Consistent with Chapter 8 94 of the Poway Municipal Code, Urging Residential and Business Water Customers to Use Water Wisely " Motion carried unanimously 1� El 9 of 12 March 18, 2008 Item #�_ Page 3 — CITY OF POWAY — January 8, 2008 CONSENT CALENDAR 2 Ratification of Warrant Registers for the period of November 26 through November 30, 2007, December 3 through December 7, 2007 and December 10 through December 14, 2007 (0475 -20) 3 Approval of Minutes — City Council November 6 November 13 November 20 November 27 December 4 December 11 Regular Meeting Regular Meeting Canceled Meeting Regular Meeting Adjourned Meeting Regular Meeting 5 Approval of $20,902 in Grant Funds from Fireman's Fund Insurance Co (0490 -51) 6 Award of bid for the Community Road Improvements at Creekside Plaza Project (CIP #52001) to Koch- Armstrong General Engineering Inc., the lowest responsible bidder, in the amount of $44,712 (0700 -10) 7 Adoption of Resolution No 08 -001, entitled "A Resolution of the City Council of the City of Poway, California, Designating Voting Delegate and Alternates to the California Joint Powers Insurance Authority (CJPIA) and rescinding Resolution No 07 -061" (0140 -10) 8 Adoption of Resolution No R- 08 -01, entitled- "A Resolution of the Poway Redevelopment Agency Making Certain Requisite Findings that the Homeshare and Community Connections Program is of Benefit to the Redevelopment Project Area" and Resolution No 08 -003, entitled "A Resolution of the City Council of the City of Poway, California, Making Certain Requisite Findings that the Homeshare and Community Connections Program is of Benefit to the Redevelopment Project Area ", authorize the Executive Director to execute a contract extension with.EiderHelp of San Diego, and authorize the appropriation of $41,945 from the Housing Fund to project number 5960 (0700 -10) 9 Annual Meeting for the Poway Public Financing Authority and approval of the minutes for the January 2, 2007 meeting (0718 -05) 10 Acceptance of Public Improvements and Release of Securities for Tentative Tract Map 05 -02 and 61566 -07; Norwalk VII, LLC, Applicant. (0200 -60) 11 Receive report of emergency repair expenditures pertaining to the Witch Creek Fire, and continue the City Manager's authorization to make necessary emergency repairs under authority of Resolution no 07 -079, adopted on October 25, 2007 (Requires a 4l5ths vote) (0320 -30) 10 of 12 March 18, 2008 Item #--L!f_ Page 4 — CITY OF POWAY — January 8, 2008 CITY MANAGER ITEM 12 City Manager Gould welcomed Angel David Aviles, born at 6 26 p m on January 5, is 2008, at Pomerado Hospital, making him the first Poway baby born in the New Year Angel David Aviles was welcomed by his parents, Amadait Aviles and Daniel Hernandez, and his two older brothers, Daniel and Carlos Hernandez As part of the City's First Baby Program, a $100 savings bond will,be purchased for the new baby and mailed to his family Mayor Cafagna asked that an item be brought back to Council at a future meeting to look at increasing the amount of the savings bonds presented each year CITY ATTORNEY ITEMS 13 CLOSED SESSION A. Council concurrence for the reappointment of Mayor Cafagna as a member to SANDAG Motion by Councilmember Higginson and seconded by Deputy Mayor Emery to reappoint Mayor Cafagna as aboard member to SANDAG Motion carried 4 -0 with Mayor Cafagna disqualified from voting B Council concurrence for the reappointment of Deputy Mayor Emery as an alternate to SANDAG. Motion by Councilmember Higginson and seconded by Concilmember Boyack to reappoint Deputy Mayor Emery as the alternate member to SANDAG Motion carried 4 -0 with Deputy Mayor Emery disqualified from voting C Council concurrence for the reappointment of Councilmember Higginson as an alternate to SANDAG. Motion by Councilmember Boyack and seconded by Councilmember Rexford to reappoint Councilmember Higginson as a member of SANDAG Motion carried 4 -0 with Councilmember Higginson disqualified from voting D Council concurrence for the reappointment of Deputy Mayor Emery as member to the MTS Board Motion by Councilmember Higginson and seconded by Councilmember Rexford to reappoint Deputy Mayor Emery as a member of the MTS Board Motion carried 4 -0 with Deputy- Mayor Emery disqualified from voting 11 of 12 l March 18.2008 Item # E E", Page 5 — CITY OF POWAY — January 8, 2008 E. Council concurrence for the reappointment.of Mayor Cafagna as an alternate to the MTS Board (0140 -10) Motion by Councilmember Higginson and seconded by Councilmember Rexford to reappoint Mayor Cafagna as an alternate member to the MTS Board Motion carried 4 -0 with Mayor Cafagna disqualified from voting CLOSED SESSION: Mayor Cafagna called for a Closed Session at 7 32 p m. as requested by City Attorney Foster and adjourned into Closed Session CALL TO ORDER AND ADJOURNMENT Mayor Cafagna called the meeting back to order at 8 11 p m in open session, with Councilmembers present. There were no reportable actions taken on the Closed Session item. Mayor Cafagna adjourned the meeting at 8 12 p m in memory of two long time residents of Poway, Elden Davisson, a valued community volunteer, and Bob Altafer, a local contractor L.
