The July 8, 2003, Regular Meeting of the City Council of the City of Poway, was
called to order at 7:00 p.m., by Deputy Mayor Rexford, at the Poway Community
Library- Meeting Room, 13137 Poway Road, Poway, California.

This is a request to allow a new outdoor patio area addition to an existing restaurant
(Dad's Caf6) to observe a 15-foot front yard setback where a 20-foot setback is

This is a request to allow the construction of a 520-square-foot storage unit and trash
to observe a 9-foot street side yard setback where a 20-foot setback is
required at 13050 Community Road. APN: 317-474-13.

proposed structure.
Motion by Deputy Mayor Rexford, seconded by C 3er Emery, to close the
public hearing and adopt Planning Resolution No. P-03-37, entitled, "A Resolution of
the City Council of the City of Poway, California Approving Variance 03-07 Assessor's
Parcel Number 317-474-13." Motion carried y.

Mayor Cafagna opened the public hearing. C 3er Higginson disqualified
himself from participation. Staff report by City Manger Bowersox. This is a request to
allow a portion of a proposed 3,564-square-foot, single-family residence to observe a
15-foot side yard setback where a 20-foot setback is required at 16631 Valle Verde
Road. APN: 275-820-05.

William C. Harding, 13635 Ash Hollow Crossing Road, spoke in opposition to the
proposed location.
Jim Kennedy, 701 "B" Street, Suite 800, San Diego, representing Sprint PCS, spoke in
support of the item and responded to q : the Council.
Motion by C 3er Goldby, seconded by C 3er Higginson, to
continue the item to July 29, 2003 and direct staff to notice all properties adjacent to
the next two easterly light standards of the potential relocation of the proposed micro-
cell t Iions facility and work with Sprint on the feasibility of alternate
locations. Motion carried y.
ITEM 8 (203-02)
TENTATIVE PARCEL MAP 99-01TE
APPLICANT: KUO-HUEI LIN
Mayor Cafagna opened the public hearing. Deputy Mayor Rexford disqualified herself
from participation. This is a request for a one-year time extension for the subdivision
of a 2.4 -acre property into four residential parcels at 11612 Creek Road. APN: 320-
020-18.
There was no one present wishing to speak.
Motion by C ~)er Emery, seconded by C ~)er Higginson, to close
the public hearing and adopt Planning Resolution No. P-03-39, entitled, "A Resolution
of the City Council, of the City of Poway, California, Approving Tentative Parcel Map
(TPM) 99-01TE Assessor's Parcel Number 320-020-18." Motion carried 4-0 with
Deputy Mayor Rex'ford disqualified.
ITEM 9 (401-27)
WEED AND NUISANCE ABATEMENT
TAX ROLL FOR FY 2003-2004
Mayor Cafagna opened the public hearing. Each y budgeted for Weed
and Nuisance Abatement, including illegal dumping and encampments.

Property owners are notified that all abatement costs incurred by the City will be
assessed on the tax rolls, in addition to a $60 administrative fee per property.

public hearing and adopt Resolution No. 03-061, entitled, "A Resolution of the City
Council of the City of Poway, California Approving the Report of Weed and Nuisance
Abatement Charges to be Collected on the County Tax Assessors Roll for Fiscal Year
2003-2004." Motion carried y.
CITY MANAGER ITEMS

City Manager Bowersox provided Council with a State Budget Update.

MAYOR AND CITY COUNCIL-INITIATED ITEMS

C 3er Emery :1 that this evening was his and Suzanne's
36th Wedding Anniversary; noted that the new planters on Civic Center Drive
do not have anti-skate blocks; expressed his views on the trees removed from
City-owned property on Community Road that disappeared and provided an
update on the MTDB dissolution.
24.
C 3er Goldby '~ that National City had joined the Metro JPA
and that John Walter, Director of the Office of Drug Control, was in San Diego
to discuss substance abuse reduction.
26.
Deputy Mayor Rexford requested information on the Train Barn expansion as
she had heard that the cost estimates had tripled; thanked staff for taking care
of re-opening of the soccer fields during the Ihs and inquired as to
how the invite for the Blue Sky parking lot had been printed with the proposed
sign prior to the approval of the sign.
