JULY 10, 2003
The July 10, 2003, Adjourned Regular Meeting of the City Council of the City of
Poway, was called to order at 6:00 p.m., by Mayor Cafagna, at the Poway Community
Library- Meeting Room, 13137 Poway Road, Poway, California.

FUTURE FACILITIES EXPANSION
PALOMAR POMERADO HEALTH FOUNDATION
Michael Covert, CEO of Palomar Pomerado Health, introduced their design team who
made a brief PowerPoint presentation regarding their future plans for expansion and
~ new facilities.

SAN VICENTE PIPELINE PROJECT
SAN DIEGO COUNTY WATER AUTHORITY
San Diego County Water Authority Deputy General Manager Paul Lansperry and
Principal Civil Engineer Gary Stine made a brief verbal presentation on the San
Vicente Pipeline Project and provided Council with handouts (copy on file in the Office
of the City Clerk).
The following

DeAnne Erickson, 1477 Quest Road, Ramona, representing the Friends of Gooden
Ranch, presented the San Diego County Water Authority Representatives with a news
video on Gooden Ranch.
Mayor Cafagna requested Item 5 be heard at this time.

PROPOSED EXTENSION
TRANSNET SALES TAX
Craig Scott of SANDAG provided a brief PowerPoint presentation on the proposed
extension of the TransNet Sales Tax and responded to q : the Council.

DEVELOPMENT SERVICES
HOW TO BUILD A HOUSE IN POWAY
Development Services Niall Fritz introduced his staff: Patti Brindle, City Planner; Ken
Quon, Sr. Engineer; Jim Lyon and Jason Martin, Sr. Planners; and Lisa Mercurio
Assistant Planner. City Planner Brindle then provided Council with a brief PowerPoint
presentation (copy on file in the Office of the City Clerk) on the p :1 in the
construction of a single-family home and :tations on how to streamline that
process. Director Fritz noted that City Planner Brindle had been assigned the role of
Ombudswoman for the Development Services Department. 7882

Staff then responded to questions of the Council.

PRE-DEVELOPMENT CONFERENCE 03-02
APPLICANT: AT&T WIRELESS
James Calkins, BMS C :ions, 990 Enchanted Way, Simi Valley, California,
representing AT&T Wireless provided Council with a handout (copy on file in the
Office of the City Clerk) on the location of their proposed site and spoke in support of
the installation of a new t :ions facility in the public right-of-way on the
south side of Espola Road near StoneRidge Country Club Lane.

Council expressed opposition to the proposed new wooden utility pole and suggested
the applicant work with staff on the building/installation of a new working light standard

ADJOURNMENT
Motion by Deputy Mayor Rexford, seconded by C 3er Goldby, to adjourn the
meeting at 9:12 p.m., to the July 29, 2003 Regular Meeting, 7:00 p.m. in the Poway
Community Library - Meeting Room, 13137 Poway Road. Motion carried 4-0 with
C 3er Higginson absent.
