P-03-40 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING A MODIFICATION TO COMPREHENSIVE SIGN PROGRAM 87-04(M)2 ASSESSOR'S PARCEL NUMBER 317-153-24 WHEREAS, Comprehensive Sign Program (CSP) 87-04(M)2, submitted by Poway - Nierman, LP, Applicant, requests the approval for a modification to the Comprehensive Sign Program for the Pomerado Plaza located at the northeast corner of Poway Road and Oak Knoll Drive within the Community Business (CB) zone and Poway Road Specific Plan. item. WHEREAS, on July 29, 2003, the City Council considered the al~ NOW, THEREFORE, the City Council does hereby follows: Section 1: This proposed project is Categorically Exempt (Class 11) from the California E Quality Act (CEQ^) pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the Poway Road Specific Plan and Poway Municipal Code. Section 3: The City Council hereby approves the Modification of CSP 87-04M(2), subject to the following conditions: Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. All signs shall conform to the sign criteria and design guidelines contained within the Poway Road Specific Plan Development Standards and the general provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code as amended from time to time. Upon submittal of a Sign Permit application pursuant to this Comprehensive Sign Program, the applicant shall provide evidence that the property owner or its agent has approved the proposed signage. D. The following design standards shall apply to all tenants within the center: The same background color will be used on all wall signs in that proposed wall signs will be mounted directly on the fascia band of the buildings. Resolution No. P-03-40 Page 2 E= F= In addition to white, sign lettering on wall signage may have the following colors: #2793 Red, #2114 Blue, and #2108 Green. The letter height shall be 30 inches and shall be 5 inches. letter depth Lettering or font style of the sign copy shall be Helvetica (Swiss 721) Extra Bold or similar, and shall be approved as part of the individual Sign Permit. 5. The frontage. length of any tenant sign shall be 85 percent of the leased Wall signs will be compatible in that they will be constructed of individual channel letters made of 3/16-inch acrylic plastic faces. 7. The channel letter signs shall be internally illuminated. Different colors for tenant Iogos will be allowed subject to the approval of the Director of Development Services. Tenants of more than 4,000 square feet or any franchise, national or regional chain stores operating at least five stores under the same trade name, with a registered logo or trademark, may display their letter style, logo and/or colors of their identification, subject to approval of the Director of Development Services. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City ordinances in effect at the time of sign permit issuance. Prior to installing a sign the applicant shall obtain a Sign Permit from the Planning Division and any necessary Building Division permits.
