The August 5, 2003, Regular Meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Mayor Cafagna, at the Poway Community Library
- Meeting Room, 13137 Poway Road, Poway, California.

Knoll.

invited all present to purchase raffle tickets and attend the Annual Picnic on August
22nd.

time is needed to allow certain property owners affected by the Reimbursement

In order to have the bond principal and interest for Fiscal Year 2003-2004 collected on

The applicant is requesting a Conditional Use Permit to install a t :ion
facility consisting of 6 : :i ancillary equipment within a proposed 35-foot-tall,
"faux" bell tower attached to the existing St. John of Damascus Church located at
16903 Espola Road.

Wireless, spoke in support of the request and responded to questions of the Council.
Motion by Mayor Cafagna, seconded by C ~er Goldby, to continue the
public hearing to August 19, 2003 to allow staff time to bring back a report on relative
actions of the County of San Diego and City of El Cajon regarding the prohibition of
cell towers within City limits.

1,500-square-foot used car sales office on approximately 0.6 acres of a 227-acre
parcel located at the northeast corner of Poway Road and Evanston Drive (13910
Poway Road.) APNs: 323-201-22 and 323-203-20.

Council of the City of Poway, California Approving Modification to Minor Conditional
Use Permit 00-006(M), A Request by the Poway Mitsubishi to Expand the Automotive
Display Area APNS: 323-201-22 and 323-203-20," as amended to provide for
adequate parking to be designated for employees. Motion carried 4-0 with
C ~er Higginson absent.

This is a request for Council approval of the installation of an access gate on a street
and a fence height Variance approval to legalize an 8.5-foot-high vehicle entry gate
installed across Orchard View Lane near its northerly terminus. 15132 Orchard View
Lane, APN: 321-031-30.
The following people were present wishing to speak:
Vicki Gowey, 14440 Golden Sunset Lane, spoke in support of the existing gate.
Bob Boone, 15140 Country Hill Road, spoke in opposition to the gate.

Motion by C 3er Emery, seconded by Deputy Mayor Rexford, to close the
public hearing and adopt Planning Resolution No. P-03-47, entitled, "A Resolution of
the City Council of the City of Poway, California, Denying Variance 03-06 Assessor's
Parcel Number 321-031-30," and opposing any future installation of an entry gate to
the development. Motion carried 3-1 with C 3er Higginson absent and
Mayor Cafagna voting "no."

Introduction by City Manager Bowersox. Staff report by City Attorney Eckis. Pursuant
to Elections Code §9203(a) the City Attorney prepared a Ballot Title and Summary for
the proposed initiative measure which would rezone the 20 acres at the northwest
corner of Highway 67 and Poway Road to Automotive/General C (NGC).

consider the proposed measure.
