Chair Fong -Sakai introduced and welcomed new Board Member Frank Beirne who
replaced David Tam representing Palomar Health on the Board.

BOARD BUSINESS
1. Approval of Transfer of Governmental Use Properties from the Successor Agency to
the City of Poway Pursuant to Health and Safety Code Section 34181(a).
Economic Development Manager Jay Virata gave a brief overview of the Report.
Board Member Scott expressed concerns relating to staff's recommendation to
change the classification to include the Community Park overflow parking lot as a
governmental use parking lot. He further explained that the property is a prime
piece of real estate and was utilized as a parking lot because no development was
occurring along Poway Road.
Chair Fong -Sakai asked if the lot could be classified as a parking lot now and then at
a later date change the classification.

Manager Virata stated that any transaction changing classification of properties
would be subject to review by the Oversight Board.
Motion by Board Member Herndon, Second by Board Member Lyon to
Adopt Resolution No. OSB 15 -005 entitled, "A Resolution of the Oversight
Board to the Successor Agency of the Poway Redevelopment Agency
Directing the Transfer of Ownership of Property in Accordance with Health
and Safety Code Section 34181(a)." Motion carried 6/1 (Scott — No)
2. Long Range Property Management Plan Revisions Prepared by the Successor
Agency Pursuant to Health and Safety Code Section 34191.5.
Economic Development Manager Jay Virata presented the report and reviewed a
PowerPoint presentation.
In response to an inquiry from Board Member Lyon, Executive Director Singer stated
that the City is hopeful the automotive dealerships that currently utilize the auto
storage lots would be interested in purchasing the lots for their use.
Motion by Board Member Scott, Second by Board Member Coniglio to
Adopt Resolution No. OSB 15 -006 entitled, "A Resolution of the Oversight
Board to the Successor Agency of the Poway Redevelopment Agency
Approving Revisions to the Long Range Property Management Plan
Prepared by the Successor Agency Pursuant to Health and Safety Code
Section 34191.5, Determining that Approval of the Long Range Property
Management Plan is Exempt from the California Environmental Quality Act,
and Taking Certain Actions in Connection Therewith." Motion carried 7/0.
CHAIR AND BOARDMEMBERS' COMMENTS
The Board identified the following for potential meeting dates for approval of the next
Recognized Obligation Payment Schedule (ROPS):
• January 19, 2016 at 8:30 a.m.
• January 26, 2016 at 8:30 a.m.
The Board expressed their appreciation for staff's efforts in presenting the agenda
information in a manner and method that was easily understood.
