A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
APPROVING GENERAL PLAN AMENDMENT 15 -001
PERTAINING TO OUTDOOR LIGHTING REGULATIONS
(GENERAL PLAN AMENDMENT 15 -001)
WHEREAS, the City Council desires to promote outdoor lighting design that
provides for public safety, utility, - and productivity while conserving energy and
resources and minimizing light spill -over, glare and sky glow for the benefit of all
individuals and astronomical research at Palomar Observatory; and
WHEREAS, the outdoor lighting regulations contained in the Poway General
Plan have not been evaluated since original establishment in 1997 and are in need of
an update; and
WHEREAS, Section 65350, et seq., of the California Government Code
describes the procedures for amending General Plans; and
WHEREAS, this General Plan Amendment (GPA) is considered in concurrence
with an amendment to the Poway Municipal Code under Zoning Ordinance Amendment
(ZOA) 15 -004; and
WHEREAS, on February 2, 2016, the City Council held a duly advertised public
hearing to solicit comments from the public, both for and against, relative to this matter.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: This project is exempt from the provisions of the California Environmental
Quality Act (CEQA), pursuant to Section 15061(b)(3) of the CEQA Guidelines, because
it involves updated City regulations for outdoor lighting, which are similar to existing
regulations and result in no additional light sources; therefore, there is no possibility of
an effect on the environment.
Section 2: This Resolution shall become effective in concurrence with ZOA 15 -004.
Section 3: The City Council hereby approves GPA 15 -001, an amendment to the
Poway General Plan, Community Development Element, Policy I (Lighting), Strategy 2
to read as follows:
Public and semi - public parking lots and driveways should be adequately
lighted for public safety. Any exterior lighting on between 11:00 p.m. and
dawn shall comply with Chapters 17.10 and 17.42 of the Poway Municipal
Code.
