Res 16-005RESOLUTION NO. 16 -005 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY ESTABLISHING CITY COUNCIL COMPENSATION GUIDELINES WHEREAS, California Government Code section 36516 authorizes the City Council to establish Councilmember salaries by ordinance, and it sets forth parameters for setting salary amounts; and WHEREAS, the establishment of Council salary in general law cities is tied to population; and WHEREAS, following the establishment of a population -based salary, state law authorizes the City Council to increase Councilmember salaries by ordinance in an amount not to exceed five percent for each year from the operative date of the last salary adjustment; and WHEREAS, any increase in Councilmember salaries requires an affirmative act of the City Council at a public meeting. Resolution No. 16 -005 Page 2 3. Councilmember salary increases should reflect changes to the Consumer Price Index for the San Diego region, but in no case will they exceed limits set by the California Government Code. 4. Recognizing the additional time the Mayor spends on mayoral duties, the salary of the Mayor should be set at an amount that is approximately 40% more than that of a Councilmember.
