A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY ESTABLISHING
CITY COUNCIL COMPENSATION GUIDELINES
WHEREAS, California Government Code section 36516 authorizes the City
Council to establish Councilmember salaries by ordinance, and it sets forth parameters
for setting salary amounts; and
WHEREAS, the establishment of Council salary in general law cities is tied to
population; and
WHEREAS, following the establishment of a population -based salary, state law
authorizes the City Council to increase Councilmember salaries by ordinance in an
amount not to exceed five percent for each year from the operative date of the last
salary adjustment; and
WHEREAS, any increase in Councilmember salaries requires an affirmative act
of the City Council at a public meeting. Automatic future increases in salary, such as
automatic cost of living increases, are not permitted; and
WHEREAS, state law does not limit the additional compensation for a directly
elected Mayor; and
WHEREAS, it is acknowledged that the duties of the office of the Mayor require
substantially more time than those of Councilmember; and
WHEREAS, Council desires to keep compensation for Councilmembers and the
Mayor in line with the cost of living; and
WHEREAS, any change in salary adopted by ordinance would not take effect
until the start of a new term of any one Councilmember, including Councilmembers who
may be re- elected; and
WHEREAS, the start of a new term occurs in December of any even - numbered
year, following certification of the election results.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF POWAY AS FOLLOWS:
Councilmember salaries should be evaluated every even - numbered year, in
sufficient time that any subsequent increases to salary can be reflected in the
budget.
2. The City Manager is directed to conduct such evaluation in the even - numbered
years, and present it to Council in a public meeting for Council consideration and
direction.

3. Councilmember salary increases should reflect changes to the Consumer Price
Index for the San Diego region, but in no case will they exceed limits set by the
California Government Code.
4. Recognizing the additional time the Mayor spends on mayoral duties, the salary
of the Mayor should be set at an amount that is approximately 40% more than
that of a Councilmember.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
