A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING COMPREHENSIVE SIGN PROGRAM 03-03
ASSESSOR'S PARCEL NUMBERS 323-481-12, 13, 14 and 15
WHEREAS, Comprehensive Sign Program (CSP) 03-03, submitted by Tim
Shields, American Signs and Graphics, Applicant, requests the approval of a
Comprehensive Sign Program for the Stowe Technology Center located at 13820-
13880 Stowe Drive, within the South Poway Planned Community zone.
WHEREAS, on September 16, 2003~ the City Council considered the above-
referenced item.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Poway, as follows:
Section 1: This proposed project is Categorically Exempt (Class 11) from the
California Environmental Quality Act (CEQA) pursuant to Section 15311 of the CEQA
Guidelines, in that it is for the placement of minor structures accessory to (appurtenant
to) existing facilities
Section 2: The proposed use is in accordance with the purposes and standards
contained in the Poway Municipal Code and the South Poway Specific Plan.
Section 3: The City Council hereby approves Comprehensive Sign Program 03-03,
subject to the following conditions:
A. Within 30 days of approval, the applicant shall submit in writing that all conditions
of approval have been read and understood.
B. All signs shall conform to the sign criteria and design guidelines contained within
the South Poway Specific Plan Development Standards and the general
provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code
as amended from time to time.
C. The following design standards shall apply to all tenants within the center:
1. The proposed wall signs will be mounted directly on the wall of the
building.
2. In addition to white, sign lettering on wall signage may have the following
colors: Black, PMS 382 Green and PMS 3005 Blue.
3. Proposed wall signs shall be constructed of 2-inch thick individual channel
letters.

4. The channel letter wall signs shall be non-illuminated.
5. Different colors for tenant Iogos will be allowed subject to the approval of
the Director of Development Services. Tenants that are part of a chain of
stores with a nationally recognized sign design may utilize colors other
than the approved colors.
6. The maximum number of wall signs allowed for any one business shall be
one per street or parking area frontage, not to exceed two. Building 2,
located at 13860 Stowe Drive, shall be allowed one wall sign on the west
side of the building.
D. Approval of this request shall not waive compliance with Chapter 17.40 of the
Zoning Code and all other applicable City ordinances in effect at the time of sign
permit issuance.
E. Prior to installing a sign, the applicant shall obtain a Sign Permit from the
Planning Division and any necessary Building Division permits.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
State of California, at a regular meeting this 16th day of September 2003.
