REGULAR MEETING
OCTOBER 7, 2003
The October 7, 2003, Regular Meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Mayor Cafagna, at the Poway Community Library
- Meeting Room, 13137 Poway Road, Poway, California.

Mayor Cafagna explained the procedure for Public Oral Communications.
The following person was present wishing to speak:
Bill Muter, 13300 Twin Circle Court, spoke regarding the recovery of lanes for public
swimming at the Community Pool.

Motion by Deputy Mayor Rex'ford, seconded by Councilmember Emery, to approve the
Consent Calendar as follows:
2. Ratification of Warrant Registers for the Period of September 8-12, 2003.

3. Award of Bid for Camino Del Valle Sewer Relief Project (#1822) to Excel
Commercial Construction, in the amount of $438,905.00. (602-01 #1637)
4.1 Approval of Compensation Increase for the City Clerk. (602-01 #1265)

SEWER PUMP UPGRADE
NORTHP01NT DEVELOPMENT, INC.
Mayor Cafagna opened the public hearing. Northpoint Development, Inc. has
requested the City process a Reimbursement Agreement for certain public
improvements in conjunction with Old Coach Golf Estates TTM 89-13R and Heritage
Ranch Estates TTM 98-02. This item was continued from May 6, 2003, Item #2, dune
10, 2003 Item #1 and August 5, 2003, Item #1. Staff is recommending that this item
be removed from calendar.
There was no one present wishing to speak.
Motion by Councilmember Emery, seconded by Deputy Mayor Rexford, to close the
public hearing and take no further action. Motion carried unanimously.

8. Councilmember Goldby requested and received concurrence to bring back a
report pertaining to the placing of signage in the restrooms of any facility
serving alcohol advising patrons of the potential impacts of driving while under
the influence.
11A Mayor Cafagna requested and received Council concurrence for the
appointment of Lori Simon to the Performing Arts Advisory Committee. (701-09)
11B. Mayor Cafagna requested and received Council concurrence for the
appointment of Bill Cross and Janice Rubacky to the Senior Issues Committee.

CLOSED SESSION
Mayor Cafagna called for Closed Session as requested by the City Attorney at 8:07
p.m.
CALL TO ORDER AND ADJOURNMENT
Mayor Cafagna called the meeting back to order at 10:26 p.m. and adjourned it at
