Res P-03-69 RESOLUTION NO. P-03-69 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING A MODIFICATION TO COMPREHENSIVE SIGN PROGRAM 01-01(M)1 ASSESSOR'S PARCEL NUMBERS 323-090-95, 96, 97 and 98 AND RESCINDING RESOLUTION NO. P-01-33 WHEREAS, Comprehensive Sign Program (CSP) 01-01(M)1, submitted by Ron Bethurum - HM Electronics, Inc., Applicant, requests approval for a modification to the Comprehensive Sign Program for the Legacy Stowe Business Center located at the southeast corner of Scripps Poway Parkway and Stowe Drive within the Planned Community (PC) zone; and WHEREAS, on November 4, 2003, the City Council considered the above- referenced item; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows: Section1: This proposed project is Categorically Exempt (Class 11) from the California Environmental Quality Act (CEQA) pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the South Poway Specific Plan Development. Section 3: The City Council hereby approves the modification of CSP 01-01(M)1, subject to the following conditions: A. Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. B. All signs shall conform to the sign criteria and design guidelines contained within the South Poway Specific Plan Development Standards and the general provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code as amended from time to time. C. The following design standards shall apply to all tenants within the center: Freestandin,q Si,qns: a. Freestanding signs are limited to one (1) per street frontage, not to exceed two (2) per single tenant or single-parcel business. A monument sign is not permitted along the Scripps Poway Parkway frontage of the property. Therefore, only Parcels 1, 3 and 4 of Parcel Map 18491 (known as the Legacy Stowe Business Center) are eligible for freestanding signs. Resolution No. P-03-69 Page 2 b. Shall be a maximum of 6 feet in height and have a maximum sign area of 40 square feet per face. c. Shall be located so as not to interfere with the sight visibility along Stowe Drive or Kirkham Way, or within a City easement or right-of- way, including the 15-foot general utility easement that exists along the Stowe Drive and Kirkham Way frontage of the property. d. Individual signs on the freestanding sign shall be white N-inch aluminum tenant panels, stud mounted, with either red, blue or black vinyl copy for tenant names. Up to one logo per tenant may be included on the panels to include the tenant's typical logo colors. The logo colors are subject to the approval of the Director of Development Services through the Sign Permit process. e. Street address shall be incorporated into the face or structure of the freestanding sign in numerals at least 6 inches in height. 2. Wall Siqns: a. Shall be constructed of either of the following: i. Internally illuminated channel letters with acrylic faces, aluminum returns and backs. Letter face colors, in addition to white, shall be red, blue or green. Returns and trim caps shall be black. ii. Cut-out letters of painted ¼-inch aluminum, stud mounted to wall surface. The colors of the letter face shall be white, red, blue or green. iii. Logos may be used as wall signs. b. The tenant/company name shall be located in the typical sign areas as designated on the plans dated May 7, 2001, and on file with the Development Services Department. c. One wall sign is permitted per street frontage and/or main parking lot not to exceed two per single parcel business. d. Logos may be included as wall signs and different colors for tenant Iogos will be allowed subject to the approval of the Director of Development Services. e. The maximum sign area permitted is up to 4% of the building face not to exceed 100 square feet. The maximum overall vertical height of the letters or logo shall not exceed 48 inches in height for a single tenant building and maximum 36 inches in height for buildings with more than one tenant. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City ordinances in effect at the time of sign permit issuance. E. Prior to installing a sign, the applicant shall obtain a Sign Permit from the Planning Division and any necessary Building Division permits. F. Resolution No. P-01-33 is hereby rescinded.
