RESOLUTION NO. 03-097
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA
DETERMINING THAT THE
OAK KNOLL WIDENING PROJECT
IS OF BENEFIT TO THE PAGUAY REDEVELOPMENT PROJECT
WHEREAS, the Poway Redevelopment Agency is authorized to carry out the
redevelopment of the Poway Redevelopment Project Area; and
WHEREAS, the Poway Redevelopment Agency, in partnership with the local
business and residential community, has identified a need for the Oak Knoll Widening
Project identification to increase traffic safety and allow safer turn movements from Oak
Knoll Road to existing businesses, between Poway Road and Pomerado Road; and
WHEREAS, the Oak Knoll Widening Project is proposed to be located both within
and adjacent to the Paguay Redevelopment Project Area and the improvements are
necessary for the execution of the Project under the provisions of California Community
Redevelopment Law (Health and Safety Code, Section 33000 et seq.) and pursuant to the
Redevelopment Plan for the Project which was adopted on December 13, 1983, by
Ordinance No. 117 of the City Council and amended on June 15, 1993, by Ordinance No.
415 of the City Council; and
WHEREAS, Section 33445 of the California Health and Safety Code requires the
City Council to determine that the project is of benefit to the Paguay Redevelopment
Project and that no other reasonable means of financing are available to the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1. The City Council hereby determines that the Oak Knoll Widening Project,
which will widen Oak Knoll Road to provide additional width to accommodate a center turn
lane, curb, sidewalk, and on-street parking, will be of benefit to the Paguay Redevelopment
Project and the surrounding community in that the improvements increase traffic safety and
allow safer turn movements from Oak Knoll Road to existing businesses between Poway
Road and Pomerado Road. Further, the project will meet goals listed in the
Redevelopment Plan, as amended on June 15, 1993, and in the Redevelopment and
Housing Implementation Plan, which includes the provision of adequate roadways and
traffic and circulation improvements to correct street alignment problems and substandard
alleys, to eliminate road hazards and to provide adequate street and freeway access
throughout and nearby the Project Area. Also, the project provides alleviation of certain
environmental deficiencies including substandard vehicular and pedestrian circulation
systems, insufficient street lights, off-street parking and other similar public improvements.
Section 2. The City Council further determines that no other reasonable means of
financing the improvements are available to the community.

Section 3. The City Clerk shall certify to the adoption of this Resolution.
PASSED, ADOPTED AND APPROVED, by the City Council of the City of Poway at
a regular meeting this 2nd day of December, 2003. .
