NOVEMBER 6, 2003
The November 6,2003, Special Town Hall Meeting ofthe City Council ofthe City of
Poway, was called to order at 6:00 p,m" by Mayor Cafagna at the poway Community Park
Auditorium, 13094 Civic Center Drive, Poway, California, Deputy City Clerk Bowersox
called the roll.

Mayor Cafagna gave an overview of the meeting, The following panel members were
present and spoke briefly about their agency and the benefits available to victims of the
Cedar Fire,

Joe Browning, Senior Congressional Field Liaison, Congressman Duncan Hunter's Office
Brandon Waters, District Director, State Assemblymember George Plescia's Office
Senator Dennis Hollingsworth, District 36

Bruce Wade, Assistant Officer/Government Liaison, American Red Cross

The following people were present wishing to speak:
Nancy Ujazdowski, 14540 Twin Peaks Road, requested the trails on "Cemetery Hill" and
"Rattlesnake Canyon" be reinstated since the fire had cleared all of the brush,
Connie Zimmerman, 15486 Blue Crystal Trail, requested assistance with rodent infestation
control and larger brush setbacks for homes in rural areas,
Rosemary Vandervort, 12547 Tavern Road, requested all building fees be waived including
deferred payment from insurance companies since they lost everything in the fire,
Debbie Hallmark, 14614 Bowdoin Road, requested building fees be waived,
K,C, Butler, insurance adjustments, extended replacement costs for rebuilding, and being
under-insured,

Terri Linnell, Community Road #44, inquired as to what the communication policy was for
the City's disaster plan,
Debbie Holm, 16202 Country Day Road, requested building fees be waived for fire victims,
Dr. Glenn Lipson, representing DMH - Red Cross Services, spoke about mental health
services that are available during crisis situations.
J, Duruz, 14289 Arbolitos Drive, inquired as to what property owners are to do in order to
protect their property from fire danger when there is open space to be maintained; also
inquired as to why the Emergency Broadcast System was not utilized on the first day of the
fire,
John Fitch, 14544 Cedar Ridge, spoke in regards to the lack of brush maintenance
performed by CalTrans and the County along roadsides and under power lines; also
expressed concerns about how property owners can protect themselves in the future,
Woody Norris, 16101 Blue Crystal Trail, inquired as to whether the building permit process
would take the usual length of time for processing or if there will be a quicker process,
