A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
APPROVING ENVIRONMENTAL ASSESSMENT 02-26
CIVIC CENTER DRIVE EXTENSION
AND CAPITAL IMPROVEMENT PROJECT NO. 5295
ASSESSOR'S PARCEL NUMBERS 317-472-12, 13,14,22 and 23
WHEREAS, the City of Poway and the Poway Redevelopment Agency, Applicants,
propose the extension and widening of Civic Center Drive from Bowron Road west
approximately 500 feet and north to the Poway RoadlTarascan Drive intersection; and
WHEREAS, the design and location is consistent with the Poway General Plan and
the Poway Road Specific Plan; and
WHEREAS, the proposed roadway widening and extension will provide improved
pedestrian and circulation movement in the Bowron Road, Poway Road, Tarascan Drive
and Civic Center Drive area through the interconnection of the roadways, bicycle lanes,
and sidewalks; and
WHEREAS, the Civic Center Drive Extension will assist emergency vehicles access
to major roads and school bus routes to Valley Elementary School by providing a new
access point to a controlled intersection on Poway Road; and
WHEREAS, the City Council held a duly advertised public hearing to solicit
comments from the public, both pro and con, relative to this application.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: The City Council has considered the Environmental Initial Study (EIS),
Negative Declaration (ND), and public comments received on the EIS and ND. The subject
EIS and ND documentation are fully incorporated herein by this reference. The City
Council finds, on the basis of the whole record before it, that there is no substantial
evidence the project will have a significant impact on the environment, and that the ND
reflects the independent judgement and analysis of the City. The City Council hereby
approves the Negative Declaration and adopts the Civic Center Drive Extension roadway
configuration as proposed.
