AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE CITY’S ZONING AND GENERAL PLAN
LAND USE MAP, CHANGING THE ZONING AND
GENERAL PLAN LAND USE DESIGNATION FROM
COMMUNITY BUSINESS (CB), COMMERCIAL GENERAL
(CG), MIXED USE (MU), TOWN CENTER (TC) AND
AUTOMOTIVE GENERAL COMMERCIAL TO POWAY
ROAD PLANNED COMMUNITY (PC-8) FOR PROPERTIES
LOCATED WITHIN THE POWAY ROAD CORRIDOR
BETWEEN OAK KNOLL ROAD AND GARDEN ROAD
(ZONE CHANGE 17-001)
WHEREAS, in 2014 the City began conducting a study of the Poway Road
corridor and preparing a new Poway Road Specific Plan to guide the long-term growth
and development of the Poway Road planning area;
WHEREAS, the new Poway Road Specific Plan contains definitions, a land use
plan, development standards and design guidelines that communicate the City’s vision
for the planning area and set the policy framework to guide development;
WHEREAS, the new Poway Road Specific Plan requires that the City also amend
its Zoning and General Plan Land Use Map;
WHEREAS, the Poway Road Specific Plan will contain the zoning and land use
designations, development standards and design guidelines for future development along
the Poway Road corridor;
WHEREAS, the City will establish a new Poway Road Planned Community
designation within Chapter 17.20 Planned Communities of the Poway Municipal Code;
and
WHEREAS, on December 5, 2017, the City Council held a duly advertised public
hearing to solicit comments from the public, both for and against, Zone Change 17-001.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF POWAY DOES
ORDAIN AS FOLLOWS:
SECTION 1: A Final Environmental Impact Report (FEIR) was prepared for the
Poway Road Specific Plan Amendment (SPA 17-001) and the City Council certified the
FEIR at a duly noticed public hearing on December 5, 2017. This zone change is made
in furtherance of, and consistent with, SPA 17-001; therefore, the FEIR is applicable to
this project.
SECTION 2: The City of Poway Zoning and General Plan Land Use Map shall be
amended to change the Zoning and General Plan Land Use designations for properties
