RESOLUTION NO. 04-010
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
POWAY, CALIFORNIA, APPROVING THE ANNUAL PLAN
FOR THE DISADVANTAGED BUSINESS ENTERPRISE PROGRAM
WHEREAS, Part 26 of Title 49 of the Code of Federal Regulations requires local
agencies to establish an annual goal to have a certain percentage of work completed by
disadvantaged business enterprises (DBEs) in order to qualify for Federal funds; and
WHEREAS, the City of Poway proposes an annual overall DBE goal of 8% for
Federal fiscal year 2003/2004, beginning on October 1, 2003, based on a two-step process
methodology outlined in Section 9.4 of the Caltrans Local Assistance Procedures Manual;
and
WHEREAS, an announcement of our overall goal methodology was advertised on
December 10, 11, and 18,2003, and was made available for public comments for 45 days,
during which no public comments were received.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows;
1. The City of Poway hereby establishes an annual DBE goal for Federal fiscal
year 2003/2004 of 8% of the Federal financial assistance in Federal
Department of Transportation assistance contracts based on a two-step
process methodology outlined in Section 9.4 of the Caltrans Local
Assistance Procedures Manual.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway
at a regular meeting this 24th day of February, 2004.
