MINUTES OF THE BUDGET REVIEW COMMITTEE
REGULAR MEETING
May 20, 2013
The May 20, 2013, Regular Meeting of the Budget Review Committee was called to
order at 6:08 p.m. by Chair Brett Ames at the Poway City Council Chambers
Observation Room, 13325 Civic Center Drive, Poway, California.

COMMITTEE BUSINESS
1. PERS and PARS Retirement
Tina White distributed handouts that showed the retirement formulas in effect for
City employees, and the changes in benefit levels since January 2012. Committee
discussion included the City's proactive management of pension benefits as a
means to smooth and control costs.
2. Capital Improvement Program
Scott Edwards presented an overview of the capital improvement program budget
schedules. Committee discussion included the proposed appropriation of funds for
the schematic design of Community Park facilities.

3. Revenues by Funds and Sources and Fund Balance Schedules
Scott walked the Committee through the budget document schedules for revenues
and fund activity. Committee discussion included the City's allocation of TransNet
and gas tax funds.
4. Discussion on any Outstanding Budget Items
None
5. Discussion on Preparing the Committee's Report to the City Council
In the absence of staff at the request of Brett Ames, the Committee held a
discussion regarding their report of recommendations to the City Council.
