Minutes 2015 04-07 CC & BRC Joint Special MeetingCITY OF POWAY CITY COUNCIL AND BUDGET REVIEW COMMITTEE JOINT SPECIAL MEETING MINUTES April 13, 2015 City Council Chambers 13325 Civic Center Drive, Poway, California (Per Government Code 54953) (Meeting Called to Order as City Council/Poway Housing Authority/Planning Commission/Public Financing Authority and Successor Agency to the Poway Redevelopment Agency) CALL TO ORDER Mayor Vaus called the Special Meeting to order at 6:00p.m. ROLL CALL (COUNCil) Leonard, Cunningham, Mullin, Grosch, Vaus ROLL CALL (BUDGET REVIEW COMMITTEE) Baker, Couvrette, Harman Olps-Arrived at 6:20p.m. Cronin -Absent STAFF MEMBERS PRESENT Dan Singer, City Manager; Tina White, Assistant City Manager; Sheila Cobian, City Clerk; Robin Bettin, Director of Community Services; Bob Manis, Director of Development Services; Troy Bankston, Director of Public Works; Scott Edwards, Director of Administrative Services; Mark Sanchez, Director of Safety Services. PLEDGE OF ALLEGIANCE Deputy Mayor Grosch introduced Juliana Riley, Ashley Songer and Bella Franchina to lead the Pledge of Allegiance. TOWN HALL BUDGET DISCUSSION An Overview of the City's Budget and Operations. City Manager Dan Singer provided a brief overview of how the evening would proceed. He explained that staff would provide a PowerPoint presentation illustrating the function and budget of each operating department. Following the conclusion of staff's presentation, members of the audience would be invited to ask questions and comment on the City's budget priorities or process. Director of Administrative Services Scott Edwards reviewed the City of Poway's various revenue sources and gave an overview of the City's General, Enterprise and Special Purpose Funds. 0059 City of Poway-Minutes -April 13, 2015 Concluding staff's presentation, Director Edwards reviewed the results of the community survey. He explained that based on the 73 surveys received, the City's use of its discretionary funds are in alignment with community priorities. The surveys indicated the community's priorities as follows: 1. Fire and Sheriff's Department 2. Parks/Open Space/Recreation/Community Events 3. Roads 4. Maintenance 5. Savings/Reserves 6. Administration City Manager Dan Singer gave an overview of the City's recently adopted Strategic Plan and explained how the City's resources will be directed to achieve goals that are in alignment with the Strategic Plan. In response to an inquiry from Budget Review Committee Member Mary Baker, Community Services Director Robin Bettin explained that although the City of Poway maintains the Library building, the library services are contracted through the County of San Diego. Jim McKechnie encouraged Council to have staff develop a $0 Base Budget. He explained that by each department evaluating every dollar spent, the Council can be assured of a justified budget. City Manager Singer explained that the Budget Review Committee evaluates each department's budget prior to presentation to the Council for approval. In response to Budget Review Committee Member Christopher Olps, City Manager Singer explained that the City does have funds set aside for emergency type situations. Pete Babich suggested that future surveys provided to residents should allow them to prioritize specific projects rather than functions of City departments. He stated that he would prioritize City projects as follows: 1 . Street Overlay 2. Midland Road Pedestrian 3. Espola Road Utility Undergrounding 4. Lake Poway Parking 5. Community Park 6. Reservoir 7. Community Center 8. Poway Road Corridor Study Bill Roeckl suggested that careful analysis be performed and proposed projects justified prior to Council consideration for approval. 0060 City of Poway-Minutes -April 13, 2015 Kent Deines spoke in support of Mr. Babich's approach to a survey. He spoke in opposition to homes being built on Tierra Bonita Road where the stock farm currently exists. Melanie Wing reported that a storm drain on Pomerado Road seems to have an excessive amount of water flowing through it. She asked that staff visit the site to see if there may be a problem. Carol Deines encouraged the Council to take steps to preserve the character of Poway. She commented that Poway is an equestrian community and more needs to be done to help horses remain in Poway. Council discussion ensued regarding their appreciation for the Budget Town Hall meeting and the residents and Budget Review Committee members that took the time to attend.
