REGULAR MEETING
May 11,2015
The May 11, 2015, Regular Meeting of the Budget Review Committee was called to
order at 6 :02 p .m. at the Poway City Council Chambers Observation Room, 13325 Civic
Center Drive, Poway, California .

1. Approval of Minutes-May 4, 2015
The minutes were approved with the date revised from May 5 to May 4.

2. Department Budget Review-Safety Services
Mark Sanchez provided an overview of the Safety Services Department operating
budget, citing adjustments to the Base Budget over the current year. Committee
discussion included the Trauma Intervention Program (TIP), the CERT volunteer
program, the Safety staff wellness program, and the law enforcement contract with
the Sheriff.
Scott Edwards distributed a summary of the the Safety Services Department budget
p roposals . Mark Sanchez led a discussion on the rationale and benefits of the
proposals.
3. Department Budget Review -Public Works
Troy Bankston provided an overview of the Adjusted Base Budgets for the Public
Works Department. The Department's Operations divisions and Special Districts
were presented by Mike Obermiller and Eric Heidemann, with Tom Howard
presenting the Water and Sewer Utility divisions . Committee discussion included
energy costs and retrofit programs, the safety management program, and the impact
of the drought on department operations .
Scott Edwards distributed a summary of the Public Works Department budget
proposals . Troy Bankston and Public Works staff explained the rationale and
benefits of the proposals .
