Services Managerr` DATE: September 23, 1986 SUBJECT: Grant Applications for Funds under the • California Park and Recreation Facilities Bond Act of 1984 BACKGROUND In June 1983 , the voters of the State of California approved the California Park and Recreation Facilities Bond Act of 1984 . This year is the third and final year of grant fund applications under the 1984 Bond issue . There have been eight City of Poway park development projects funded under the bond issue since 1984 . For FY 87-88 there is $1 , 980, 000 available countywide on a competitive basis for projects . Applications for grant funds must be submitted to- the state before the October 1 , 1986 deadline. Funds become available during the 1987-88 fiscal year. • FINDINGS At the September 17, 1986 meeting of the City ' s Parks and Recreation Advisory Committee, Staff informed the committee of the grant program and eligibility requirements . The ' following list of recommended projects was presented to the committee. Staff concurs with the Committee ' s recommendation. The following projects are the ones selected by. the Committee. to be recommended to the City Council for approval . 1 . Community Park West Development RECOMMENDATION It is recommended that the City Council adopt the attached resolutions approving the filing of grant applications for funds under the California Park and Recreation Facilities Bond Act of 1984 and direct staff to proceed with the filing of the applications. Staff presented a list of recommended projects for the committee ' s review and asked that the committee select three.:projects :for := recommendation to the City Council. • • RECOMMENDATION The Parks and Recreation Committee, after reviewing the list of recommended projects , recommends that the City Councilapprove the following three projects for submittal .to the state for grant funding: 1) Community Park Concession/Restroom; 2) Garden Road Park Restroom; and 3) Community Park West Development.� • Signed:. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Panay, California hereby: 1. Approves the filing of an application for 1984 state grant assistance for the Poway Community Park Restroan/Concession Project; and 2. Certifies that said agency understands the assurances and certification in the application; and 3. Certifies that said agency has or will have have sufficient funds to operate and maintain the project, and if the project is selected for state grant funding; and 4.
