A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
POWAY, CALIFORNIA, PROCLAIMING THE TERMINATION OF
THE LOCAL EMERGENCY THAT WAS DECLARED ON
JANUARY 24, 2017, AS A RESULT OF THE 2017 WINTER
STORM EVENT
WHEREAS, on January 20, 2017 the City Manager of the City of Poway, acting pursuant to
Government Code Section 8630 and Poway Municipal Code Section 2.12.060, proclaimed a Local
Emergency, finding that conditions of extreme peril to the safety of persons and property had arisen
within the City as a result of the 2017 Winter Storm Event;
WHEREAS, on January 24, 2017 the City Council ratified the Local Emergency proclaimed
by the City Manager by passing Resolution No. 17-004 entitled "A Resolution of the City Council of
the City of Poway, California, Finding and Declaring the Existence of An Emergency Within the City
Due to a Winter Storm Event, and Suspending Notice and Bidding Requirements in Connection with
Repairs Required Thereby";
WHEREAS, the conditions of extreme peril caused by the 2017 Winter Storm Event are now
deemed to be within the control of the normal protective services, personnel, equipment, and
facilities of and within the City of Poway; and the City has completed all expenditures and repairs
that were required as a result of the storm event; and
WHEREAS, the City of Poway expended $562,186 for necessary repairs and erosion control
measures under the emergency authorization.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows:
Section 1: Appropriate emergency repairs were authorized by the City Manager in
accordance with Public Contract Code.
Section 2: The required work to restore public facilities and provide for drainage
structure repairs necessitating the suspension of notice and bidding requirements for the City of
Poway, post 2017 Winter Storm Event have been completed.
Section 3: Resolution No. 17-004 is hereby rescinded.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway. California,
at a regular meeting this 20th day of March 2018.
