A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
POWAY, CALIFORNIA, APPROVING AN UPDATE TO THE
CITY'S LANDSCAPE AND IRRIGATION DESIGN MANUAL
WHEREAS, on January 24, 2017 the City Council conducted a Workshop regarding an
update of the Landscape and Irrigation Design Manual (Manual) as it pertains to new single-family
development and provided direction to staff;
WHEREAS, a four -person workgroup was established comprised of residents and
developers that had experience with residential projects in the City and the County;
WHEREAS, the workgroup and staff met four times to review and comment on the
proposed residential amendments to the Manual; and
WHEREAS on March 20th, 2018, the City Council held a public meeting to solicit
comments from the public, both for and against, relative to this amendment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: This action is exempt from the California Environmental Quality Act
(CEQA), pursuant to Section 15061(b)(3) of the CEQA Guidelines, in that there is no possibility
that it will have a significant effect on the environment.
Section 2: The City Council hereby approves an update to the Manual eliminating
Sections Two, Five and Nine as indicated in Exhibits 3, 6 and 7 presented in the Agenda Report
considered at this meeting and on file in the City Clerk's Office.
Section 3: The City Council hereby approves an update to the Manual amending
language to the Introduction and Sections One, Three, Four and Twelve as indicated in Exhibits
1, 2, 4, 5 and 8 presented in the Agenda Report considered at this meeting and on file in the City
Clerk's Office.
Section 4: The City Council directs staff to make other non -substantive changes to the
Manual relating to the Table of Contents, page numbers, and a comprehensive re -formatting
necessitated by these amendments in the final documents, as well as minor substantive changes
consistent with the Manual, specifically including, but not limited to, policies regarding plant
materials on manufactured slopes adjacent to a major arterial.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
California, at a regular meeting this 20th day of March 2018.
