A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING COMPREHENSIVE SIGN PROGRAM 04-01
ASSESSOR'S PARCEL NUMBER 317-280-67
WHEREAS, Comprehensive Sign Program (CSP) 04-01, submitted by
Costco/Home Depot, Applicant, requests the approval of a Comprehensive Sign
Program for a retail commercial center located at the southeast corner of Tech Center
Drive and Scripps Poway Parkway, within the South Poway Commercial (SPC) zone of
the South Poway Business Park; and
WHEREAS, on April 20, 2004, the City Council considered the above-referenced
item.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: This proposed project is Categorically Exempt (Class 11) from the
California Environmental Quality Act (CEQA) pursuant to Section 15311 of the CEQA
Guidelines, in that it is for the placement of minor structures accessory to (appurtenant
to) existing facilities.
Section 2: The proposed use is in accordance with the purposes and standards
contained in the Poway Municipal Code and the South Poway Specific Plan.
Section 3: The City Council hereby approves Comprehensive Sign Program 04-01,
subject to the following conditions:
A. Within 30 days of approval, the applicant shall submit in writing that all conditions
of approval have been read and understood.
B. All signs shall conform to the sign criteria and design guidelines contained within
the South Poway Specific Plan Development Standards and the general
provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code
as amended from time to time.
C. The following design standards shall apply to all tenants within the Center:
1. Using the same background color on all signs, The proposed wall signs
will be mounted directly on the walls of each individual building which are
the same color.

2. Using not more than three different colors for sign lettering. Prior to
issuance of the first Sign Permit from the Planning Division, a color exhibit
depicting three colors, excluding white, shall be submitted and kept on file.
3. Proposed wall signs shall be constructed of individual channel letters.
4, All wall signs will be illuminated by either internal illumination or by
downlighting from a wall mounted light fixture. The use of metal halide for
illumination of wall signs is prohibited.
5. Different colors for tenant logos will be allowed subject to the approval of
the Director of Development Services. Tenants that are part of a chain of
stores with a nationally recognized sign design may utilize colors other
than the approved colors,
6. The maximum number of wall signs allowed for anyone business shall be
one (1) per business frontage, up to three (3) maximum for anyone
business. The maximum sign area for any wall sign shall be fifteen (15)
percent of building face up to 150 square feet. No wall sign shall project
above the roofline. Prior to the issuance of a sign permit for the gas
station canopy signs, an exhibit shall be submitted to the City for inclusion
into the approved CSP which clarifies/modifies the maximum permitted
area of gas station signs to be consistent with City standards,
7. Wall signs shall be limited to identification of business, use, or service
provided and/or identifying logo.
8. In lieu of the of one of the allowable freestanding signs, a maximum of an
additional sixty-five (65) square feet of wall sign area may be allocated to
one or more buildings within the retail center.
D, Approval of this request shall not waive compliance with Chapter 17.40 of the
Zoning Code and all other applicable City Ordinances in effect at the time of sign
permit issuance,
E. Prior to installing a sign, the applicant shall obtain a Sign Permit from the
Planning Division and any necessary Building Division permits.
F. Lettering and font style of sign copy shall be approved as part of the individual
Sign Permit.
