CC 2004 05-11 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING MAY 11, 2004 The May 11, 2004, Regular Meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna, at the Poway Center for the Performing Arts, 15498 Espola Road, Poway, California. PRESENTATIONS Council heard a presentation by Gary Gallegos, Executive Director of the San Diego Association of Governments (SANDAG) on the TransNet Sales Tax Extension. (0140-60) Motion by Mayor Cafagna, seconded by Councilmember Emery, to support the SANDAG TransNet Extension Ordinance. Motion carried unanimously. Joe St. Lucas, 13033 Earlgate Ct., expressed his views that SANDAG should not count on the income from the bus system, they should make the bus and trolley free. Mayor Cafagna presented a Proclamation declaring May 16-22, 2004 as "Emergency Medical Services Week" to Safety Services Director Sanchez. CONSENT CALENDAR Motion by Councilmember Rexford, seconded by Councilmember Emery to approve the Consent Calendar as follows: 2. Ratification of Warrant Registers for the period of ApriI12-16, 2004. (0475-20) 3. Approval of Minutes - City Council April 20, 2004 - Regular Meeting April 27, 2004 - Canceled Regular Meeting 5. Adoption of Resolution No. 04-035 - Approving the Multi-Jurisdictional Hazard Mitigation Plan." (0320-75) Motion carried unanimously. ITEM 1 (210-30) ENVIRONMENTAL ASSESSMENT CONDITIONAL USE PERMIT 03-15 AUBREY PARK SOFTBALL FIELDS APPLICANTS: CITY OF POWAY/POWAY GIRLS SOFTBALL LEAGUE Mayor Cafagna opened the public hearing. Introduction by City Manager Bowersox. The City of Poway is a co-applicant with the Poway Girls Softball League (PGSL), in a request for a Conditional Use Permit to establish a public park with softball fields, known as Aubrey Park, near the northwest corner of the Aubrey Street/Midland Road intersection and within the Old Poway Specific Plan Area. Staff report with PowerPoint presentation by Development Services Director Fritz and Community Services Manager Bentz. The park would consist of a combination of active and passive use areas; 4 regulation sized softball fields (one lighted); and open play area for T-ball and other park uses; batting cages; one 2,400-square-foot building for the restrooms, concessions operation and storage; 122 new-on-site parking spaces; a children's play equipment/area; pedestrian and bike trails, picnic and seating areas. A brief PowerPoint presentation was made by Mike Schnell, representing the Poway Girls Softball League in support of the proposed park. Mayor Cafagna noted that Council had received over 400 e-mails, cards and letters in support and opposition and that additionally, 3 people had submitted speakers slips, not wishing to speak that were neutral, 43 in opposition and 581 in support and wishing to speak if time allowed. Motion by Councilmember Emery, seconded by Councilmember Rexford to close the public hearing. Motion carried unanimously. General discussion ensued. Motion by Councilmember Emery, seconded by Councilmember Goldby, to adopt Planning Resolution No. P-04-35, entitled, "A Resolution of the City Council of the City of Poway, California Approving Conditional Use Permit 03-15 to Allow the Establishment of a Public Park on Approximately 8.5 Acres Near the Northwest Corner of Aubrey Street/Midland Road Intersection in the Rural Residential C Zone APNS: 314-182-20, 24, 33, 34, 35, 44, 46, 50 and 51," approving without lights and directing staff to review the proposed bridge location. Motion carried unanimously. CITY MANAGER ITEMS 6. City Manager Bowersox did not provide a State Budget Update. (0150-50) MAYOR AND CITY COUNCIL-INITIATED ITEMS 12A. Mayor Cafagna did not provide a Regional Governance update. (0150-20) ADJOURNMENT Mayor Cafagna adjourned the meeting at 12:37 a.m. upon motion by Deputy Mayor Higginson, seconded by Councilmember Goldby. Motion carried unanimously. 8103
