JUNE 3, 2004
The June 3, 2004, Adjourned Regular Meeting of the City Council of the City of
Poway, was called to order at 6:00 p.m., by Deputy Mayor Higginson at the Poway
Community Library - Meeting Room, 13137 Poway Road, Poway, California.

Barbara Luena, 14512 Twin Peaks Road, thanked the City for their assistance after the
Cedar Fire.

Deputy Mayor Higginson stated that a request had been received from Jerry Patton, Vice-
President of Administrative Services at Palomar College to remove the presentation on a
proposed Poway Campus from our Agenda at this time.

Introduction of the item by City Manager Bowersox. Overview by Development Services
Director Fritz. Verbal presentation and response to Council questions by SANDAG
representative Susan Baldwin.

REPORT
DEVELOPMENT POTENTIAL
RA TILESNAKE CANYON STUDY AREA
Introduction of item by City Manager Bowersox. PowerPoint presentation and staff report
by Development Services Director Fritz. On March 30, 2004, City Council requested that a
workshop be scheduled for consideration of development potential within the Rattlesnake
Canyon Study Area. The PowerPoint presentation consisted of a background on the area;
property ownership; access and access easements; slope analysis; habitat/open space;
archeological resources; flood issues; extension of water facilities; Gaines project;
preservation efforts and conclusions.
The following people were present wishing to speak:
Barbara November, 14360 Twin Peaks Road, spoke in opposition to development in the
area.
Liz Pickle, 14535 Twin Peaks Road, spoke in opposition to development in the area.
Robert Long, 13934 Wisteria Avenue, owner of Lot 14, purchased easements to access his
parcel and spoke in support of development in the area.
Naren Rathod, 14554 Twin Peaks Road, spoke in opposition to development in the area.
Curt Oakley, 14515 Twin Peaks Road, expressed concerns with increased traffic if
development occurs in the area.
Thomas Hennies, 2420 San Diego Avenue, Ramona, owner of Lot 29, purchased
easements through Lots 8 & 9, spoke in support of development in the area.
Kenneth "Jake" Seene, 14511 Indian Springs Road, stated that no trail or drainage
easement exists - road depicted in presentation was just a equestrian trail that has been
increasing in size since the fire and will be blocked off except for trail access; concerns with
flood control at Range Park Road.
Brooke Seibert, 14445 Ortez Place, spoke in opposition of development in the area.
Brian Gaines, 15211 Hesta Street, owner of Lots 16 and 27, purchased easements through
Lots 8 & 9, spoke in support of development in the area.
Robert McKenzie, 14149 Twin Peaks Road, owner of a lot in the Rattlesnake Canyon area,
spoke in support of development in the area.

Sara Khwaja, 14733 Kalapana, spoke in opposition to development in the area.
Ted Schultz, owner of lot 16, spoke in support of development in the area.
Mitch Campagna, owner of Lot 26, spoke in support of development in the area.
Harry Bloom, 14621 Twin Peaks Road, spoke in opposition to development in the area.
Vincent Puma, owner of Lot 11, spoke in support of development in the area.
Russ Seibert, 14445 Ortez Place, spoke in opposition to development in the area.
Marge Knothe, 13724 Sagewood Drive, spoke in opposition to development in the area.
Brenda Bloom, 14621 Twin Peaks Road, spoke in opposition to development in the area.
Michael Rothbart, 14441 Range Park Road, spoke in opposition to development in the
area and submitted a three page petition signed by people requesting the Rattlesnake
Canyon, Creek and Trails area be kept as a permanent nature preserve.

COUNCIL GOALS & OBJECTIVES
Deputy Mayor Higginson requested and received Council concurrence to continue this
item to the Tuesday, June 8, 2004 Regular Meeting.

PRESENTATION
DEVELOPMENT OF A POWAY HOME OWNERSHIP PROGRAM
Deputy Mayor Higginson noted that a request had been received from Redevelopment
Agency staff to continue this item to the Tuesday, June 8, 2004 Regular Meeting.
ADJOURNMENT
Deputy Mayor Higginson adjourned the meeting at 8:25 p.m., upon motion by
Council member Emery, seconded by Council member Goldby. Motion carried 4-0 with
Mayor Cafagna absent.
