CC 2004 06-08 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING JUNE 8, 2004 The June 8, 2004, Regular Meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna, at the Poway Community Library- Meeting Room, 13137 Poway Road, Poway, California. PRESENT A TIONS A. Mayor Cafagna presented Service Awards to Jo Koerting, Customer Services Tech II, 10-Years; Garrett Moreau, Technical Theater Coordinator, 10-Years and Robert Willcox, Assessment District Specialist, 25-Years. PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedure for Public Oral Communications. The following person was present wishing to speak: Dee Fleischman, 14428 Midland Road, requested consideration for televising of Council Meetings and the reinstatement of the EDCO trash haul days in Poway. 8122 Page 2 - CITY OF POWAY - June 8, 2004 CONSENT CALENDAR Motion by Councilmember Emery, seconded by Councilmember Goldby, to approve the Consent Calendar as follows: 1. Ratification of Warrant Registers for the period of May 10-14, 2004. (0475-20) 2. Approval of Minutes - City Council May 18, 2004 - Regular Meeting 4. Approval of City's Investment Report as of April 30, 2004. (0450-80) 5. Adoption of Resolution No. 04-042 - Commending Girl Scout Gold Award Recipient Anastasia Cook and Resolution No. 04-043 - Commending Girl Scout Gold Award Recipient Jaclyn Duffy. (0710-40) 6. Adoption of Resolution No. 04-044 - Recognizing Eagle Scout Scott Anthony Faraci and Resolution No. 04-045 - Recognizing Eagle Scout Scott Edward Steller. (0710-40) Motion carried unanimously. ITEM 6.1 (0100-10) UPDATE COUNCIL GOALS AND OBJECTIVES Introduction by City Manager Bowersox. Annually, the City Council reviews the status of Goals and Objectives established from the current fiscal year to begin developing Goals and Objectives for inclusion in the upcoming fiscal year's financial plan. Council provided additional input to staff for inclusion. CITY MANAGER ITEMS 7. City Manager Bowersox provided a brief State Budget Update. (0150-50) MAYOR AND CITY COUNCil-INITIATED ITEMS 9A. Councilmember Emery expressed his views on the prior Council action taken on Starridge Park including the 1987 Conditions of Approval agreed to between the Council and the neighborhood. (0620-40) General discussion ensued. Motion by Councilmember Emery, seconded by Councilmember Rexford, to adhere to the principals adopted in 1987, future park improvements okay only if adhering to the prior 7 points approved. Any action to be brought back to Council. Motion carried unanimously. 8123 Page 3 - CITY OF POWAY - June 8, 2004 9B. Council member Emery provided a handout on the 1-15 (SR-163 to SR-78) Operational Improvements & Managed Lanes from the California Department of Transportation. (0150-50) 10. Councilmember Rexford stated she had received an e-mail from Post 7907 with a list of items needed to send the troop we are sponsoring and requested staff put the information in Poway Today to solicit donations and send the information to the business park as well. 13A. Mayor Cafagna did not provide Council with a brief Regional Governance update. (0150-20) 13B. Mayor Cafagna requested an item be added to the Agenda for discussion concerning the possible closing of City Hall on Friday, June 11th as it has been declared a "Day of Mourning" by the President of the United States as well as the Governor of California. Motion by Councilmember Goldby, seconded by Councilmember Rexford, to bring the item onto the Agenda for discussion. Motion carried unanimously. City Manager Bowersox provided an update on what Cities in the County and throughout the State are doing. Motion by Councilmember Goldby, seconded by Deputy Mayor Higginson, to close City Hall, Friday June 11, 2004 at noon. Motion carried unanimously. ADJOURNMENT Mayor Cafagna adjourned the meeting at 8:45 p.m., upon motion by Councilmember Rexford, seconded by Councilmember Emery, in memory of our 40th President, Ronald Reagan.
