A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
IN SUPPORT OF SAN DIEGO GAS & ELECTIC COMPANY'S
FAIR SHARE PROPOSAL PENDING A HEARING BEFORE THE
CALIFORNIA PUBLIC UTILITIES COMMISSION
WHEREAS, of California's three largest -1 utilities
are responsible for paying for the long-term contracts that the California State
Department of Water Resources (DWR) entered into on behalf of all C
at the height of the energy crisis of 2000-2001; and
WHEREAS, the California Public Utilities C (CPUC) has
approved the current DWR Revenue Requirement for 2004 that equitably
allocates th =1 the three utilities; and
WHEREAS, Pacific Gas & Electric (PG&E), Southern California Edison
(SCE), and The Utility Reform Network (TURN), have proposed a settlement
agreement methodology that will shift an additional $1 billion in electricity costs to
San Diego Gas & Electric (SDG&E) the remainder of the terms of
the DWR contracts; and
WHEREAS, this payment methodology will adversely impact San Diego
and industrial electrical by increasing the commodity rate
portion of the electricity bills by 15%; and
WHEREAS, this proposal will have negative implications for the regional
San Diego economy and slow down the growth of the South Poway Business
Park; and
WHEREAS, SDG&E has submitted a Fair Share proposal to the CPUC to
allocate the costs based on the amount of electricity used in each utility's service
territory that is similar to the DWR Revenue Requirement for 2004 that was
previously approved.
NOW, THEREFORE, the City Council does hereby resolve that the City of
Poway strongly supports SDG&E's Fair Share proposal and urges the CPUC to
ensure a fair and equitable solution by rejecting the settlement agreement
presented by PG&E, SCE, and TURN and by providing for a full evidentiary
review of SDG&E's Fair Share proposal.
